Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 208/CD-TTg dated November 4, 2025, requesting ministries, branches and localities to proactively prevent, avoid and respond to storm Kalmaegi.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will continue to move in the West-Northwest direction, tomorrow morning (November 5), it will move into the East Sea, becoming the 13th storm to operate in the East Sea in 2025.
After entering the East Sea, continue to strengthen to level 13-14, gust level 16-17 and move towards the sea and mainland areas of the Central and South Central regions of our country. The storm may reach level 13-14, gusting to level 16-17 in the Truong Sa special zone (Khanh Hoa) and in the offshore waters from Da Nang to Khanh Hoa; level 12-13, gusting above level 15 in the coastal waters.
From the evening or night of November 6, 2025, the storm may directly affect the mainland area from Da Nang to Khanh Hoa with the strongest wind near the storm center at level 10-12, gusting to level 14-15, the old Central Highlands may also have strong winds of level 8-9, gusting to level 11. The area from Ha Tinh to Khanh Hoa may have heavy to very heavy rain.
The Prime Minister requested:
The Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health; Secretaries and Chairmen of the People's Committees of provinces and cities, especially localities from Da Nang to Khanh Hoa (areas expected to be directly affected by storms) organize monitoring, grasp the developments of storms and floods, regularly update local developments.
Focus on leading, directing, reviewing plans, being ready to immediately deploy measures to prevent, avoid, and respond to storms and floods after storms with the motto "active early, from afar", " worries about being unsatisfied", with the most drastic spirit.
The head of the Government requested to anticipate the worst case scenario, deploy preventive, avoidance and response measures at the highest level to ensure absolute safety for people's lives, limit damage to property of the People and the State, and avoid being passive or surprised in any situation.
Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Da Nang to Khanh Hoa mobilize the entire political system to participate, focus on leading, directing the implementation, and urging the work of preventing, avoiding, and responding to storms and floods after storms, including:
Urgently review and count all local boats and vehicles operating at sea and along the coast; instruct them to move out and not enter areas at risk of being affected by storms.
Based on the forecast information, warnings of storms, floods of competent authorities and specific local situations, proactively decide to limit ships and vehicles going out to sea, operating at sea or prohibiting the sea when necessary. Note to be on guard against thunderstorms and lightning before the storm directly affects.
The Minister of National Defense directed military regions and units stationed in areas at risk of being affected by storm Kalmaegi to proactively review plans, arrange appropriate forces and means to be on duty in areas where storms and floods are forecast to occur to be ready to support localities.
The Minister of Public Security directs relevant units and police forces at the grassroots level to prepare forces and means to ensure security and order, support people in evacuation, relocation, and response to storms, floods, landslides, flash floods, and rescue when requested by the locality.
