Speaking at the conference hall on November 26, delegate Chu Thi Hong Thai (Lang Son delegation) said she completely agreed with the policy of streamlining the apparatus to save budget, streamline the apparatus of teachers and staff management, and limit the situation of local surplus and shortage of teachers.
However, according to delegates, for the education sector, especially in mountainous areas, the arrangement still has difficulties and shortcomings.
According to the delegate, currently, the main arrangement is to consolidate school locations into main schools or merge schools in the same area into inter-level schools such as primary and secondary schools into primary and secondary schools, and in some cases, even preschools because they do not meet the criteria for establishing separate preschools. In some places, the distance between the two schools is quite far, some locations are up to 20 km apart, and the regulations on teaching hours for the two levels are different.
Primary school is 23 periods/week, secondary school is 19 periods/week and the allowance for primary school teaching is 50%, secondary school is 35%. The regime for primary school teachers teaching combined classes of some subjects such as English and IT is not supported.
Decision No. 15 dated March 3, 2010 of the Prime Minister stipulates allowances for teachers directly teaching primary school students, mainly Math and Vietnamese teachers, which is no longer suitable for the 2018 general education program. Due to the lack of teachers, teachers have to teach a lot of combined classes, which is very hard for teachers, but due to low funding according to the payroll, it is very limited.
According to the delegate, the draft Law on Teachers presented at this session has many provisions on teachers teaching in inter-school and inter-level schools and also solves many problems related to the lack of teachers.
However, according to the delegate, while waiting for the law to be passed and come into effect, voters recommend that the Ministry of Education and Training provide guidance on the inter-school model, with teachers teaching inter-school and inter-level, and advise the Government to amend and supplement Decision No. 15/2010 to support funding for teachers of some subjects teaching combined classes at the primary level so that next school year, inter-school and inter-level teachers or teachers teaching combined classes can work with peace of mind.
Decision No. 15/2010 stipulates the following allowance levels: Teachers teaching a class with two levels combined will receive an additional 50% of the salary for each month of teaching; teachers teaching a class with three levels or more will receive an additional 75% of the salary for each month of teaching.
The condition to receive this allowance is that the teacher is assigned by the Head of the educational institution or competent authority to teach a combined class.
