On December 6, Dak Lak Provincial Party Secretary Luong Nguyen Minh Triet inspected the progress of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway and the Ho Chi Minh Road Project, the section avoiding the East of Buon Ma Thuot City (old).
At the site, the head of the Provincial Party Committee requested the investor and contractors to speed up construction and complete the plan to create a practical mark to celebrate the 14th National Party Congress.

Prolonged heavy rain affects construction progress
Reporting at the inspection, Mr. Dang Tho Dan - Executive Director of Component Project 3 - said that the project has completed 100% of the construction volume on the main route and all site clearance work, no more problems.
However, there are still more than 30 households in Ea K'nech commune who have not agreed to the compensation plan because the land and crop prices in the new payment period are lower than in 2023.
According to the plan, the project will open more than 48km of the entire route to technical traffic on December 19, 2025; of which about 21km will be completed, accepted and put into operation first. However, Mr. Dan admitted that the prolonged rain in December is significantly affecting the progress.
The project was allocated capital of more than VND 4,314 billion and VND 3,420 billion has been disbursed, reaching 79.2%.
For the Ho Chi Minh Road Project, the eastern bypass of Buon Ma Thuot City, the site has been 100% handed over. The two construction packages have implemented nearly 98% of the capital plan. The investor commits to completing the payment of the remaining capital before December 31, 2025, ensuring the annual disbursement task.
Completing projects to celebrate the National Party Congress
After listening to the report and inspecting the situation, Provincial Party Secretary Luong Nguyen Minh Triet emphasized that these are all key projects, with special significance in celebrating the 14th National Party Congress.
He acknowledged the efforts of investors and local authorities in removing difficulties.
Regarding the problem of construction materials, Mr. Triet suggested that the Provincial People's Committee organize an early meeting to resolve the issue.
He requested studying Resolution 66.4/2025/NQ-CP on specific mechanisms in implementing the Law on Geology and Minerals (effective from September 1, 2025) to serve as a basis for developing unit prices and removing difficulties in disbursement.
Regarding the volume that cannot be disbursed due to waiting for land valuation at material mines to reach more than 1,200 billion VND, Mr. Triet emphasized that this is the responsibility of the locality and needs to speed up the implementation progress.
For Ea K'nech commune, where there are still households that have not agreed to the compensation plan, the Provincial Party Secretary requested to organize a meeting, continue to mobilize to reach a consensus and create consensus.
On the expressway, Mr. Triet suggested that every 10km, a road intersection should be arranged to increase connectivity, create momentum for the development of residents, logistics, industry and new economic spaces. He requested the investor to mobilize maximum human resources and equipment, resolutely completing the project before the inauguration date of December 19, 2025.
