Looking back after a year of operating the 2-level local government
On June 1, Thanh Hoa Provincial Party Committee held a conference to summarize one year of implementing the 2-level political system and local government model.
Attending the conference were Mr. Hoang Trung Dung - Member of the Party Central Committee, Standing Deputy Head of the Central Organization Committee; Mr. Le Duc Thai - Member of the Party Central Committee, Secretary of Thanh Hoa Provincial Party Committee; representatives of central Party committees, Thanh Hoa Provincial People's Committee and provincial departments and agencies.
The conference was organized directly combined with online sessions to 166 communes and wards in the province.
Reporting on the preliminary review of one year of operating the apparatus of the political system and local government at 2 levels, Mr. Trinh Tuan Sinh - Deputy Secretary of Thanh Hoa Provincial Party Committee - said that after one year of operation, the organizational apparatus from the province to the grassroots level has been consolidated and synchronized.
On average, each commune and ward has 61.6 civil servants and 5.5 public employees. Decentralization and delegation of power have been strongly implemented with a total of more than 1,060 tasks assigned to the commune level to implement, contributing to improving the proactiveness and responsibility of the grassroots government.
Along with that, Thanh Hoa province promotes administrative reform, reviews and cuts administrative procedures. To date, the province has completed the review of 60 special administrative procedures, reducing 60% of compliance costs and shortening the processing time by 62%.
The "green lawn" mechanism is applied to 44 administrative procedures in the fields of investment, business, land, construction and employment.
Commune-level public administrative service centers have received more than 912,000 dossiers, with a timely resolution rate of 95.05%. Digital infrastructure and telecommunications infrastructure continue to be invested and upgraded to meet the requirements of operating information systems.
Communes and wards gradually adapt to working methods in the digital environment, contributing to improving the quality of service for people and businesses.
After a year of operating the 2-level local government model, the apparatus of the political system of Thanh Hoa province basically operates stably and smoothly, promoting efficiency in management, administration and serving people and businesses.
Existing difficulties
Besides the achieved results, the conference also pointed out some shortcomings, limitations and difficulties in the process of operating the new model.
According to the assessment of delegates, Thanh Hoa is still the locality with the second largest number of commune-level administrative units in the country. The scale of many communes is still small, resources are scattered, affecting planning, development investment and arranging a quality contingent of officials.
In addition, after the district level is no longer there, many tasks are directly transferred to the commune level. Currently, each commune is undertaking about 254 tasks from the previous district level transferred down.
Meanwhile, the team of experienced officials in some specialized fields such as planning, construction investment, information technology, education, and healthcare is still lacking.
Some localities still face difficulties in arranging and assigning cadres and civil servants according to job positions; adapting to new management methods is not uniform. The situation of both surplus and shortage of workplaces and facilities after arrangement is also posing many requirements to be resolved.
Speaking at the conference, Mr. Hoang Trung Dung - Member of the Party Central Committee, Standing Deputy Head of the Central Organization Committee - highly appreciated Thanh Hoa's proactiveness and decisiveness in deploying the 2-level local government model.
Mr. Hoang Trung Dung proposed that Thanh Hoa province continue to review and improve the organizational model of the apparatus in the direction of streamlining and efficiency; strengthen inter-agency coordination; continue to innovate local leadership and governance methods in the direction of being close to the people, close to the people, taking people and businesses as the center of service.
At the same time, the province needs to pay special attention to improving the quality of the contingent of cadres; strengthen training, fostering, and evaluating cadres based on the results of task implementation and the level of satisfaction of people and businesses; well implement the policy of encouraging and protecting cadres who dare to think, dare to do, dare to take responsibility for the common good.
At the conference, representatives of Thanh Hoa Provincial Party Committee leaders awarded Certificates of Merit from the Chairman of the Provincial People's Committee and presented flowers to collectives and individuals who have made outstanding achievements in implementing the 2-level political system and local government model.
