Abolishing the district level, people can dialogue with the government via social networks

In the draft Law on Organization of Local Government amendment, the Ministry of Home Affairs proposed a form of dialogue between local governments at the grassroots level and the people.

The Ministry of Home Affairs is seeking opinions on the draft Law on Organization of Local Government (amended). This bill is expected to be submitted to the National Assembly for consideration and comments at the 9th Session.

According to the Ministry of Home Affairs, in order to implement the Party's policy on streamlining the organization and apparatus of the political system (not organizing the district level, implementing the 2 -level local government model), the National Assembly Party Committee is directing the amendment and supplementation of a number of articles of the 2013 Constitution.

The amendment and supplementation of the current Law on Organization of Local Government to ensure consistency with the provisions of the 2013 Constitution (after amendment and supplementation) on local government.

In a recent submission, Minister of Home Affairs Pham Thi Thanh Tra also stated that the Law on Organization of Local Government 2025 (effective from March 1, 2025) has been comprehensively amended and supplemented.

However, the regulations on administrative units and models of local government organization in the current Law on Organization of Local Government are being designed at 3 levels (including: provincial level, district level and commune level).

Therefore, according to the Ministry of Home Affairs, it is necessary to amend and supplement regulations to implement the 2-level local government model and arising issues.

In the draft, the tasks and powers of local governments are clearly stated in Chapter IV.

Also in Chapter IV of the draft law, the Ministry of Home Affairs proposes a form of dialogue between local authorities at the grassroots level and the people.

Every year, local and based authorities are responsible for organizing at least one dialogue conference with the people in person, online or through legal social networks operating according to the provisions of law to discuss the working situation of local governments and issues related to the rights and obligations of citizens in the locality.

In case of direct organization, if the scale of the grassroots administrative unit is too large, it is possible to organize exchanges and dialogues with people in each cluster of villages and residential groups.

The grassroots People's Committee is responsible for coordinating with the Vietnam Fatherland Front Committee of the same level to organize the dialogue conference specified in Clause 1 of this Article, together with the Standing Committee representatives of the People's Council chaired the Conference Conference; Invite representatives of the Party Committee, the Vietnam Fatherland Front Committee and socio -political organizations of the same level to participate in the Conference of Dialogue and must notify on the mass media about the time, location, content and method of attending the dialogue conference with the people at least 7 days before the conference date.

The content of the results of the dialogue conference with the people must be notified by the People's Committee through the mass media, listed at the headquarters of the local authorities and sent to the village head and the head of the residential group for 10 days from the date of the Conference.
