On August 29, the Central Party Office issued Official Letter No. 17193-CV/VPTW announcing the conclusion of the meeting of the Politburo and Secretariat on August 29, 2025 on amending and supplementing Regulations No. 89-QD/TW; No. 214-QD/TW; No. 124-QD/TW.
The document stated that at the meeting on August 29, 2025, after listening to the Central Organizing Committee report on the Submission on amending and supplementing the Regulations: No. 89-QD/TW, dated August 4, 2017; No. 214-QD/TW, dated January 2, 2020; No. 124-QD/TW, dated October 4, 2023, the Politburo and the Secretariat acknowledged and commended the Central Organizing Committee for presiding over and coordinating with agencies to study, amend and supplement regulations on general cadre work, including regulations on title standards and review, evaluate and classify collectives and individuals in the political system with many new breakthrough contents, contributing to overcoming the shortcomings and limitations in current cadre work, especially in cadre assessment.
The Politburo and the Secretariat basically agree with the content, amend and promulgate 2 new Regulations:
(1) The Politburo's regulations on standards for titles of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for standards for titles of cadres and leaders at all levels (replacing Regulations No. 89-QD/TW and No. 214-QD/TW).
(2) The Politburo's regulations on reviewing, evaluating and classifying quality for collectives and individuals in the political system (replacing Regulation No. 124-QD/TW).
The Politburo assigned the Central Organizing Committee to coordinate with the Central Party Office to receive opinions from the Politburo and the Secretariat; carefully review documents, ensure consistency and unity; submit to the Standing Committee of the Secretariat to issue these 2 Regulations in August 2025 for implementation. At the same time, closely monitor the implementation process, promptly detect shortcomings and new problems arising in practice, propose appropriate amendments and supplements.
