On August 28, at the Party Central Committee Headquarters, Politburo member and President Luong Cuong chaired a meeting with the Standing Committee of the Cao Bang Provincial Party Committee and the Standing Committee of the Hue City Party Committee to give opinions on the draft documents and personnel projects for the Party Committee to submit to the Congress of the two Party Committees for the 2025 - 2030 term.
Attending the meeting were Politburo members, Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
Also attending were Mr. Nguyen Van Nen - Politburo member, Standing member of the 14th National Party Congress Documents Subcommittee; Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; representatives of leaders of a number of central departments, ministries and branches.
At the meeting, representatives of the Standing Committee of the Cao Bang Provincial Party Committee and the Hue City Party Committee presented a summary of the draft documents submitted to the Provincial and Municipal Party Congresses for the 2025 - 2030 term, including: Political report, Report on reviewing the leadership and direction of the Provincial Party Committee for the 2025 - 2030 term, Project on personnel at the Party Committee level for the 2025 - 2030 term, and draft Resolution of the Congress.
Concluding the meeting, Politburo member and President Luong Cuong acknowledged and highly appreciated the important results that the locality has achieved, basically agreed with the draft documents; Cao Bang Provincial Party Committee and Hue City Party Committee have implemented in the spirit of Directive No. 45-CT/TW, comprehensively evaluating the results achieved in the past 5 years, frankly pointing out limitations, causes and drawing lessons.
The orientation, goals, tasks and solutions for the 2025 - 2030 period demonstrate political determination, development vision, identify key and breakthrough tasks, have thoroughly grasped and concretized major policies and orientations in the draft documents submitted to the 14th National Party Congress and documents recently issued by the Central Committee and the Politburo.
President Luong Cuong suggested that the two localities continue to receive opinions from ministries, branches and Politburo members to complete documents and personnel submitted to the Congress to ensure that they meet the vision and development orientation in the new context, in a new development space with the potential and advantages of each locality:
(1) For Cao Bang province, it is necessary to exploit the potential and advantages of tourism to the province's resources, promote the cultural identity of ethnic groups; effectively exploit the potential and advantages of the border belt, develop the border economy in conjunction with ensuring national defense, security, maintaining the border in peace and friendship; develop the forest economy; care for and improve the lives of people, especially ethnic minorities, remote, disadvantaged areas. Promote investment in developing the transport infrastructure system, connecting inter-regional areas, focusing on completing the Dong Dang - Tra Linh and Bac Kan - Cao Bang expressways; expressway connections with international and bilateral border gates, special national relics of Pac Vu, Ban Gioc waterfall landscape area...
(2) For Hue city, it is necessary to take advantage of Hue's unique advantages, build the brand of Hue - a unique cultural, tourism and culinary city in parallel with preserving and maximizing the preservation of tangible and intangible cultural heritages; focus on developing the marine economy; identify breakthrough areas and expand services with high added value to increase the province's budget; invest in developing modern, synchronous economic - social and urban infrastructure, opening up new development space; worthy of urban status under the Central Government.
The two localities focus on perfecting the streamlined organizational apparatus; improving the effectiveness of operations and management capacity of local governments at both levels, especially at the grassroots level; taking care of building, training, and fostering a team of cadres, civil servants, and public employees with the motto of being close to the people, close to the people, serving the people; consolidating and enhancing the trust and attachment of the people to the Party and the political system.
The Politburo assessed that the draft documents and the Basic Personnel Project are eligible to be submitted to the Provincial and Municipal Party Congresses for the 2025 - 2030 term.
The President requested the Cao Bang Provincial Party Committee and the Hue City Party Committee to develop an Action Program to implement the Resolution to submit to the Congress in a clear direction of goals, tasks, resources, clear people, clear work, clear progress, clear responsibilities, clear products, and can be organized immediately after the Congress. Promote the implementation of propaganda work before, during and after the Congress, create an exciting atmosphere and promote the emulation movement to celebrate the Congress, organize the implementation of the Congress Resolution. Assign the Central Party Office to synthesize and propose the time to organize the Party Congresses of provinces and cities for the 2025 - 2030 term, and submit it to the Politburo for consideration and decision.
