Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 162/CD-TTg dated September 11, 2025, requesting ministries, branches and localities to focus on promoting the disbursement of public investment capital in 2025.
According to the telegram, from the beginning of 2025 to now, the Government and the Prime Minister have issued many documents to strongly direct ministries, central and local agencies in allocating and disbursing public investment capital in 2025.
The disbursement results by the end of August 2025 are estimated at 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024 (40.4%); of which 9 ministries, central agencies and 22 localities have a disbursement rate above the national average; 29 ministries, central agencies and 12 localities have a disbursement rate below the national average.
The Prime Minister requested ministries, central and local agencies to develop a detailed disbursement plan for each project and control the progress weekly and monthly. Focus on speeding up site clearance, construction progress, timely removal of difficulties and obstacles related to land, resources, etc.
Specifically assign leaders responsible for monitoring progress, promptly removing difficulties and obstacles according to their authority or proposing to competent authorities to resolve them. Proactively transfer capital from slow-disbursement projects to well-disbursed projects and need to supplement capital according to regulations.
Propose to adjust the 2025 public investment capital plan of the Ministry, its agencies and localities (if any), and send it to the Ministry of Finance before September 20, 2025.
At the same time, strengthen discipline and order in disbursing public investment capital, strictly handle according to regulations that collectives and individuals intentionally slow down the progress of allocating and disbursing public investment capital; immediately replace cadres, civil servants and public employees who are weak and have limited capacity and responsibility; resolutely handle negative and corrupt behaviors in managing and using public investment capital.
The Provincial Party Secretaries, City Party Committees and Chairmen of Provincial and Municipal People's Committees direct Party Committee Secretaries, Chairmen of Commune, Ward and Special Zone People's Committees to clearly identify and further promote their roles and responsibilities in implementing site clearance for projects.
Resolutely do not let the implementation of local government at both levels affect the progress of site clearance and disbursement of public investment capital for projects in the area.
Strictly handle according to regulations for cadres who do not perform properly or lack responsibility in performing assigned duties and responsibilities; be fully responsible to the Government and the Prime Minister for this matter.
Ministries, central and local agencies synthesize and report on the disbursement of public investment capital of their ministries, agencies and localities to the Ministry of Finance before the 20th of each month for synthesis and reporting to the Government and the Prime Minister according to regulations.
In particular, it is necessary to clearly report the achieved results, difficulties, problems, causes and propose drastic and effective solutions to promote the disbursement of public investment capital in 2025 of ministries, agencies and localities.
The Ministry of Finance directs the State Treasury to promptly pay the completed volume, promote payment through the State Treasury's online public service; direct functional units to ensure payment sources for projects; promptly handle problems in payment, settlement, negotiation, signing of agreements, and withdrawal of capital from sponsors.
