On November 15, 2024, at the Party Central Committee Headquarters, the Politburo reviewed and disciplined Party organizations and Party members who had committed violations and shortcomings. After considering the proposal of the Central Inspection Committee, the Politburo found that:
1. The Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of Construction Package No. 13, the Riverside Road Project implemented by Thuan An Group Joint Stock Company (Thuan An Company); a number of cadres and Party members, including key cadres of the province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example.
Violations and shortcomings of the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term caused serious consequences, risked loss and waste of large amounts of State money and assets, caused bad public opinion, and reduced the reputation of the Party organization and local government.
2. Comrade Nguyen Xuan Ky, during his tenure as a member of the Party Central Committee and Secretary of the Quang Ninh Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, risking loss and waste of large amounts of State money and assets, causing bad public opinion, and reducing the prestige of the Party organization and local government.
3. The Standing Committee of the Dak Lak Provincial Party Committee for the 2015-2020 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of Construction Package No. 3, the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City implemented by Thuan An Company, and a number of solar power projects; a number of cadres and Party members, including key cadres of the province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example.
Violations and shortcomings of the Standing Committee of the Dak Lak Provincial Party Committee for the 2015-2020 term (from December 2019 to October 2020) caused serious consequences, risked loss and waste of large amounts of State money and assets, caused bad public opinion, and reduced the reputation of the Party organization and local government.
4. Comrade Bui Van Cuong, member of the Party Central Committee, former Secretary of the Dak Lak Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, risking loss and waste of large amounts of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government.
Based on the content, nature, level, consequences, and causes of violations by the above-mentioned Party organizations and Party members, according to the Party's regulations on disciplining violating Party organizations and Party members, the Politburo decided to impose a disciplinary warning on the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term, the Standing Committee of the Dak Lak Provincial Party Committee for the 2015-2020 term, and comrades Nguyen Xuan Ky and Bui Van Cuong.
Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
