Minister of Public Security Luong Tam Quang has signed and issued Circular No. 101/2025/TT-BCA regulating the selection and implementation of regimes and policies for citizens performing their duties of participating in the People's Public Security (CAND).
This Circular stipulates the targets, time, subjects, and standards for selecting citizens to perform their duties to join the People's Public Security (collectively referred to as military recruitment); assign responsibilities and coordination in military recruitment; implement regimes and policies for citizens during the implementation of health examination and training decisions, assign work assignments, regimes and policies for non-commissioned officers and soldiers during their service and discharge.
Accordingly, citizens selected to perform their duties to join the People's Public Security shall be promoted to the rank of Second Lieutenant from the date of receiving the soldiers; in case of not being assigned or receiving the concentrated soldiers, they shall be promoted to the rank of Second Lieutenant from the date the People's Public Security unit receives them.
The Circular clearly states the regulations on the time limit for promotion to the rank of civil servant:
Promoted to the rank of First Lieutenant with Second Lieutenant who has held the rank of Lieutenant for 6 months.
The most famous person to be promoted to the rank of below-level soldier has held the rank of general for 6 months.
Promoted to the rank of Sergeant with a private who has held the rank for 12 months.
Promoted to the rank of Senior Lieutenant for Sergeants who have held the rank of below for 12 months or during their active service, non-commissioned officers with the duty to achieve outstanding achievements in national security protection, ensuring social order and safety, fighting against crime and law violations are awarded a Certificate of Merit by the Prime Minister or more and have held the rank of Captain for 12 months.
Sub-officers and conscripts who are disciplined or do not complete their duties or have been on sick leave for more than 3 months (66 working days, including combined leave) or are on leave for treatment (except for cases of injury during training or combat) will have their term of promotion equal to the term of each promotion level. In case of disciplinary action in the form of rank stripping, the disciplinary action in the People's Public Security shall be implemented according to the regulations of the Minister of Public Security on disciplinary action in the People's Public Security.
