Concluding the meeting, the Prime Minister pointed out the deadline for completing investment preparation procedures for a number of expressway projects, especially the feasibility study report.
Ho Chi Minh City and Tay Ninh Province speed up the preparation and approval of the Ho Chi Minh City - Moc Bai Project Feasibility Study Report, to be completed in March 2025.
For the Gia Nghia - Chon Thanh project, Binh Phuoc province, Dak Nong speeds up the approval of the Feasibility Study Report, the Ministry of Finance appraises and starts construction on April 30, 2025.
The Ministry of Finance will soon complete the appraisal of the Feasibility Study Report of the Ho Chi Minh City Ring Road 4 project, adjusting the investment policy of the Bien Hoa - Vung Tau project in March 2025.
Hoa Binh province urgently submitted for approval the investment policy for the Hoa Lac - Hoa Binh project, to be completed in March 2025.
Thai Binh province speeds up the selection of investors to soon start the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh. Hai Phong proactively builds the Ninh Binh - Hai Phong expressway section through Hai Phong city.
Hanoi proactively adjusts the capital between component projects of Hanoi Ring Road 4, ensuring no increase in total capital.
Regarding site clearance, localities (Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Da Nang, Ho Chi Minh City, Long An, Thai Nguyen, Kien Giang, Bac Lieu) need to make more efforts and be determined to hand over the entire remaining site of projects planned to be completed in 2025 in March 2025.
The localities of Lang Son, Hanoi, Hung Yen, Bac Ninh, Can Tho reviewed the remaining site clearance volume, coordinated with investors to resolutely implement site clearance work, meeting the progress of the Hanoi Capital Region Ring Road 4 project, Huu Nghi - Chi Lang, Chau Doc - Can Tho - Soc Trang, to be completed in March 2025.
Regarding construction materials, the Prime Minister directed the Ministry of Public Security to investigate and strictly handle violations of the law.
The leaders of the Ministry of Agriculture and Environment reviewed, synthesized, and submitted to competent authorities to amend and complete the legal framework, in the spirit of directly allocating mines to projects, ensuring publicity and transparency, not allowing the situation of "hugging up price teams" to slow down projects, harmonizing the interests of the State, people and businesses.

The Prime Minister requested that localities with mines need to seriously implement the commitment: "Resurces are the common property of the country and the people, so they cannot be kept to their own localities, absolutely do not be corrupt or negative in licensing material mining".
Regarding railway projects, the Prime Minister assigned the Ministry of Construction to proactively work with partners and businesses, coordinate with ministries, branches and localities to promote railway projects connecting with China, especially the Lao Cai - Hanoi - Hai Phong project, to start construction in 2025.
The Prime Minister requested Ho Chi Minh City to urgently study and assign tasks to enterprises to deploy railways ( underground or elevated) connecting from Ho Chi Minh City to Long Thanh airport.
