The Ministry of Public Security has issued Circular 11/2025 regulating the organization, apparatus, tasks, and powers of the investigation agency, assigning heads and deputy heads of investigation agencies and the authority to investigate crimes in the People's Public Security, effective from March 1.
Section 2 of the Circular clearly states the organization, apparatus, authority, tasks, and powers; assigning Heads and Deputy Heads of the Provincial Investigation Police Agency.
Accordingly, the organization and apparatus of the Provincial Police Investigation Agency include:
Office of the Investigation Police Agency;
The Department of Investigation Police on Social Order Crimes (abbreviated as the Criminal Police Department);
The Department of Investigation Police on Corruption, Economic Crimes, Smuggling, and Environment (abbreviated as the Department of Economic Police);
Drug Crime Investigation Police Department.
Regarding the assignment of Heads and Deputy Heads of the Provincial Police Investigation Agency, the Circular clearly states:
1 Deputy Director in charge of crime prevention and control is the Head of the Provincial Police Investigation Agency;
The Chief of Office of the Provincial Police Investigation Agency is the Permanent Deputy Head of the Provincial Police Investigation Agency;
1 Deputy Chief of Office, Head of Department and 1 Deputy Head of Criminal Police Department, Head of Economic Police Department, Head of Drug Crime Investigation Police Department are Deputy Heads of the Provincial Police Investigation Agency.
Depending on the practical situation in the locality, to ensure the operation of the Provincial Police Investigation Agency in the area, it is necessary to arrange additional Deputy Heads of the Provincial Police Investigation Agency, then the Provincial Police report to the Head of the Ministry of Public Security Investigation Agency (through the Office of the Ministry of Public Security Investigation Agency) to consider and decide on the number of additional Deputy Heads of the Provincial Police Investigation Agency; the appointment of Deputy Heads of the Provincial Police Investigation Agency shall be carried out in accordance with the provisions of law.
At the regular Government press conference in February 2025, Major General Hoang Anh Tuyen - Deputy Chief of Office, Spokesperson of the Ministry of Public Security - said that the Ministry of Public Security has dissolved 694 district-level police and 5,916 subordinate teams.
When the district-level police are not organized, the functions and tasks of the district police are adjusted and assigned to the provincial and commune-level police.
In particular, some jobs of the district-level police were transferred to the provincial level, especially the working group of the investigation agency.
Up to now, the local police only have provincial-level investigation agencies. Some jobs closer to the people such as handling administrative procedures... are assigned to the commune-level police. These are 2 main groups of work in decentralization of tasks.
