Deputy Prime Minister Le Thanh Long signed Official Dispatch No. 58/CD-TTg on organizing the high school graduation exam and early admission to general education in 2025.
The dispatch clearly stated that the 2025 high school graduation exam is the first year to organize the high school graduation exam and primary admission to general education under the 2018 General Education Program with many innovations.
The exam is organized in the context that the whole country is implementing the arrangement and organization of the 2-level local government apparatus and changes in the arrangement of the inspection agency system.
In addition, the exam also has a larger number of candidates; organized for both students studying under the 2018 General Education Program and students studying under the 2006 General Education Program. Meanwhile, the use of high-tech devices to commit fraud in exams is becoming increasingly sophisticated and complicated.
To organize the first-level exams and admissions safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability, creating high consensus in society, the Prime Minister requested that all levels, sectors, and localities according to their functions, tasks, and authority focus on synchronously and effectively implementing tasks, solutions, organizing exams and admissions at the first-level.
Strengthen direction, coordination, and organization of high school graduation exams and university and vocational education admissions in 2025; promote responsibility, closely monitor direction, specify carefully in organizing and implementing, creating the most favorable conditions for candidates, families, and educational institutions.
Propose that Chairmen of provinces and cities take full responsibility for the preparation, organization of exams and admission at the top level in the area.
At the same time, issue a specific implementation plan for the locality assigning tasks in the spirit of 6 clearly: "clear people, clear work, clear responsibilities, clear authority, clear time, clear results".
Direct Party committees, authorities and relevant organizations in the area to participate effectively in coordinating with the education sector to carefully prepare the necessary conditions and have backup plans for all unusual situations.
Direct the Provincial Inspectorate to urgently develop an inspection and examination plan at all stages and stages, especially the stage of assigning responsibilities to participating organizations and individuals; pay attention to ensuring that the operations of relevant agencies and units in organizing exams and early admission do not affect.
The Ministry of Education and Training shall preside over and coordinate with ministries, agencies and localities to review directives and exam organization activities to provide specific and detailed instructions.
Closely monitor, proactively grasp the situation, promptly remove difficulties and obstacles for localities and issues arising in exams and early admissions.
Continue to review, promptly direct and guide localities to have plans to inspect preparation and organization work; focusing on areas with potential risks of negativity, fraud, and unsafety in exams and early admission.
The Ministry of Public Security develops a specific plan, directing the professional unit to coordinate with the education sector to organize the exam to ensure security, safety, consistency and smoothness from the central to local levels; Strengthen the work of grasping the situation, prevention, detection and handling of law violations related to the exam.
The Government Inspectorate closely coordinates with the Ministry of Education and Training to direct and provide specific instructions to localities and relevant agencies on inspection work to ensure compliance with regulations, facilitating the preparation and organization of exams.
Relevant ministries, agencies and localities, according to their functions, tasks and authority, closely coordinate with the education sector in organizing exams to ensure quality, safety, seriousness and compliance with exam regulations.
