According to Official Dispatch 597/TTg-TCCV, the Prime Minister requests the People's Committees of localities to urgently implement the arrangement of the organizational structure (specialized agencies under commune-level People's Committees) in accordance with the characteristics of the locality and the Government's regulations, summarize the implementation results and send them to the Ministry of Home Affairs for synthesis, before June 10.
In Hai Phong, administrative organizations under 113 People's Committees of communes, wards, and special zones (excluding Bach Long Vi special zone) are structured with 3 professional departments and 1 Public Administration Service Center, including: Office of the People's Council and People's Committee (People's Committee Office for Bach Long Vi special zone); Economic Department (for communes, special zones)/Economic, Infrastructure and Urban Department (for wards); Culture - Social Department; Public Administration Service Center.
According to Decree No. 370/2025/ND-CP, the Provincial People's Committee decides on the framework of the number and names of professional departments applied at commune-level administrative units (ADs) under management, ensuring that they do not exceed the average of 4.5 organizations (including professional departments and Public Administration Service Centers)/commune-level ADs.
Thus, Hai Phong city will have a maximum increase of 56 specialized departments.
The City Department of Home Affairs has drafted a plan to reorganize commune-level professional departments and has documents requesting opinions from departments, agencies, branches, People's Committees of communes, wards, and special zones; receive and complete the plan to report to the City People's Committee for consideration, submit to the Party Committee of the City People's Committee for consideration, and report to the Standing Committee of the City Party Committee according to regulations.
The City People's Committee, based on the opinions of the Standing Committee of the City Party Committee, decides on the framework of the number and names of professional departments under the commune-level People's Committee according to regulations.
When approved, the People's Committees of communes, wards, and special zones shall carry out the procedures for establishing and reorganizing their affiliated professional departments (the commune-level People's Committee shall develop a project and submit it to the People's Council of the same level for consideration and decision) and issue decisions regulating the functions, tasks, and powers of professional departments according to regulations.
Similarly, provinces and cities across the country have reorganized professional departments. Ninh Binh province separated the Economic Department (for communes)/Economic, Infrastructure and Urban Department (for wards) into 2 Departments: the Economic Department (for communes)/Economic, Infrastructure and Urban Department (for wards) and the Department of Agriculture and Environment; and at the same time arranged to increase the number of departments to a maximum of 64/129 commune-level administrative units.
Bac Ninh province implements the separation of the Economic Department (for communes)/Economic, Infrastructure and Urban Department (for wards) into 2 Departments according to the principle: Priority is given to commune-level administrative units ranked type I, followed by type II, type III; in case commune-level administrative units are of the same type, priority is given to units with a higher total score in terms of area, population size, socio-economic development conditions and specific factors; in case all the above factors are the same, it is decided by the Provincial People's Committee.
The Economic Department performs state management functions in the fields of: finance, planning, industry and trade. The Construction, Agriculture and Environment Department performs state management functions in the fields of: construction, transportation, agriculture, natural resources and environment.
Bac Ninh province arranges a maximum number of additional rooms of 49/99 commune-level administrative units.
Quang Ninh province sets out the principle of arranging specialized departments to be increased similarly to the criteria in Conclusion No. 187-KL/TW, including: area size, population, classification of administrative units, urban classification, GRDP, state budget revenue, number of Party organizations, party members and union members, association members; then calculate points according to each criterion to determine the locality to be allocated additional specialized departments.
Similar to the 2 provinces of Bac Ninh and Ninh Binh mentioned above, Quang Ninh province separates the economic department into 2 divisions.
Da Nang City also implements the process of establishing and reorganizing specialized departments under the commune-level People's Committee.
