On the afternoon of August 27, in Hanoi, the Ministry of Home Affairs solemnly held a ceremony to celebrate the 80th anniversary of the Ministry's founding (August 28, 1945 - August 28, 2025) and the 1st Patriotic Emulation Congress (2025 - 2030).
At the ceremony, General Secretary To Lam presented the First Class Labor Medal to the Ministry of Home Affairs.
The decision to award the First Class Labor Medal to the Ministry of Home Affairs was signed by Politburo member and President Luong Cuong, emphasizing the outstanding achievements in advising on the implementation of the reorganization of the state apparatus, administrative units at all levels and the organization of the local government at both levels, contributing to the development of the country.
Presenting a speech at the ceremony, Minister of Home Affairs Pham Thi Thanh Tra generalized that 80 years ago, on August 28, 1945, President Ho Chi Minh signed a declaration to establish a provisional Government consisting of 13 Ministries; in which, together with the Ministry of Home Affairs, the Ministry of Labor, the Ministry of Social Security, the predecessor of the Ministry of Home Affairs and the Ministry of Labor - Invalids and Social Affairs, on the special historical day of March 1, 2025, the merger of the two Ministries will create a crystallization, convergence, and enhancement of the glorious tradition of the Ministry of Home Affairs today.
According to the Minister, the Ministry and the Home Affairs sector are proud to have made important contributions to the great achievements of historical significance, bearing the country's cultural identity with strong and outstanding marks.
First, the Minister emphasized the carrying of the historical mission of contributing to protecting the young revolutionary government, building a government of resistance, national construction, fighting for independence, freedom, and national unity.

Immediately after the August revolution, the Ministry made efforts to build the first foundation of the state administration with decrees on the people's government and the Resistance Committees, destroying the ruins of the feudal colonial government; together with the Government, building a national unity bloc to fight against foreign and domestic thuses, destroy the hungry and weak, successfully organize the first General Election in the history of thousands of years of the nation...
In addition, the Ministry has advised on building a unified state administration nationwide and making a very important contribution to the cause of innovation, industrialization, and international integration.
Entering the country's renovation process since 1986, called the Government Personnel Organization Committee, it has advised on promoting national administrative reform, adapting to new requirements, and bringing the administrative system from the subsidy model to management by socialist-oriented market economic institutions.
In particular, the Minister of Home Affairs pointed out the results in advising on the successful implementation of the revolution of streamlining the apparatus, creating a new look and new motivation for the state administrative system from the central to local levels.
This is demonstrated through the Ministry and the entire sector carrying the historical mission of advising on the arrangement of the state administrative apparatus and arranging administrative units at all levels on the basis of inheriting the results and experience of the arrangement of the apparatus through the periods, especially from 2018 to present.
The government is truly streamlined with 14 ministries, 3 ministerial-level agencies, and 5 government agencies.
In localities, from 63, provinces and centrally run cities are reorganized into 34 provinces and centrally run cities; from 11,160 commune-level administrative units (in 2020), through 2 reorganization phases and especially in 2025, the commune level will have 3,321 units.
