According to the Ministry of Home Affairs, in the process of developing policies and regimes for cadres, civil servants, public employees and workers when reorganizing the apparatus of the political system, the Ministry of Home Affairs has reported to competent authorities to thoroughly handle redundant commune-level cadres and civil servants due to the reorganization of commune-level administrative units in the 2019-2021 period that have not been resolved.
The Ministry also encourages cadres, civil servants, public employees and commune-level cadres and public employees who are redundant due to the arrangement of district and commune-level administrative units in the 2023-2025 period to retire before the end of the arrangement roadmap.
Therefore, Decree No. 178/2024 (amended and supplemented by Decree No. 67/2025) stipulates that these subjects are subjects of application.
The Ministry of Home Affairs said that Clause 1, Clause 2, Article 25 of Decree No. 178/2024 (amended and supplemented by Decree No. 67/2025) stipulates that these cases, if they have been resolved by competent authorities under Decree 29/2023 but have not yet issued a decision to enjoy the policy or the time of resignation after January 1, 2025, will be subject to policies and regimes according to the provisions of Decree No. 178/2024 (amended and supplemented by Decree No. 67/2025).
Decree No. 178/2024 (amended and supplemented in Decree No. 67/2025) accordingly stipulates criteria for evaluating cadres, civil servants, public employees and workers to implement the restructuring of the apparatus, streamlining the payroll and restructuring, improving the quality of cadres and civil servants and resolving policies and regimes.
Accordingly, the collective of Party committees, authorities and heads of each agency, organization and unit must conduct a review and assessment of all cadres, civil servants, public employees and workers under their management based on the results of performing tasks in the last 3 years according to the following 4 groups of criteria:
- Criteria for evaluating moral qualities, sense of responsibility, sense of discipline and order in performing tasks and public duties of cadres, civil servants, public employees and workers.
- Criteria for evaluating professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly.
- Criteria for evaluating results and work products associated with the functions and tasks of agencies, organizations and units that cadres, civil servants, public employees and workers have achieved.
- For cadres, civil servants and public employees who are assessed as having outstanding qualities and abilities, they must meet the above 3 criteria, and at the same time must ensure the evaluation criteria of innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good and having outstanding achievements, bringing benefits to the agency, organization, or unit.
