The Ministry of Home Affairs has just guided the removal of some difficulties in arranging commune-level staffing according to the proposal of the Department of Home Affairs of Lang Son province.

The Department of Home Affairs of Lang Son province said that after the organization of the two-level local government came into operation, the management area after the merger was large, with a large population; civil servants had to work in many fields and a large workload.

However, the staffing norms at the commune level according to Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government model of the Government on the orientation for staffing when arranging administrative units and organizing local government at both levels are still low, not meeting the requirements of the task.

Regarding human resources, the team of cadres and civil servants in communes and wards has not received in-depth training in professional fields after the organizational arrangement, and is still confused in the process of performing tasks;

The qualifications, professional capacity, and professional skills of a number of commune-level cadres and civil servants are still limited, uneven, or lack of experience in receiving and handling newly decentralized and delegated tasks, so the process of handling work is still limited.

Regarding the above content, the Ministry of Home Affairs issued an official dispatch guiding the removal of some difficulties and obstacles according to the proposal of the Department of Home Affairs of Lang Son province.

Accordingly, based on the guidance of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government in Official Dispatch No. 03-CV/BCD dated April 15, 2025, Official Dispatch No. 09/CV-BCD dated May 30, 2025 and implementing Conclusion No. 163-KL/TW5, Conclusion No. 174-KL/TW6, the Politburo agreed in principle to assign the Standing Committees of provinces and cities to lead and direct the management of the general payroll in 2025 that has been assigned;

Implement staff streamlining and restructuring the team of cadres, civil servants and public employees in accordance with the Party's policies and regulations and the State's laws;

The main decision is to transfer the number of staffing quotas between government blocks, Party blocks, and organizations in localities in the process of arranging the organization of administrative units at all levels, implementing the two-level government model in accordance with the policy, ensuring no changes in the total staffing and structure of assigned cadres, civil servants, and public employees.

At the same time, to ensure that commune-level personnel meet the requirements of organizing local governments at both levels to operate effectively and smoothly, the Ministry of Home Affairs issued Document No. 7415/BNV-CCVC dated August 31, 2025 to the People's Committees of provinces and centrally run cities to implement plans in accordance with reality, ensuring the right people, the right skills, and the right duties according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.

Accordingly, based on the guidance in the above instructions and the staffing quota assigned by competent authorities, the Ministry of Home Affairs requests Lang Son province to implement according to regulations.
