In 2025, she submitted a salary increase 6 months in advance according to the documents on emulation and rewards of the Ministry of Home Affairs, then she met the salary increase requirement 6 months in advance.
However, the unit where she works will develop emulation regulations to reward 3 years of completing tasks well before being considered for early salary increase.

According to the Ministry of Home Affairs, the salary level raising regime before the time limit shall be guided in Article 3 of Circular No. 08/2013 of the Minister of Home Affairs guiding the implementation of the regime of raising the regular salary level and raising the salary level ahead of time for officials, public servants, public employees and workers (amended and supplemented in Circular No. 03/2021 of the Minister of Home Affairs).
The achievements for considering early salary increase are determined according to the time of issuance of the decision to recognize achievements achieved in the most recent 6 years for positions requiring college training level or higher and the most recent 4 years for positions and positions requiring intermediate training level or lower as of December 31 of the year of considering early salary increase.
In particular, in cases where the salary level has been increased ahead of schedule, all achievements achieved before the date of the decision to increase the salary level ahead of schedule within the period (6 years and 4 years) specified in this Point will not be counted for consideration of raising the salary level ahead of schedule for the next time.
At the same time, at Point a, Clause 1, Article 4 of Circular No. 08/2013 stipulates that the heads of agencies and units managing cadres, civil servants, officials and employees shall discuss with the Party Committee and the Executive Committee of the trade union of the same level to promulgate the Regulation on salary raising before the time limit due to outstanding achievements in the performance of tasks of their agencies and units;
It must clearly stipulate the standards and levels of excellent performance in performing tasks, the time for early salary increase corresponding to each different level of achievement of cadres, civil servants, public employees, and workers, and the priority order for considering early salary increase for those with similar excellent achievements to serve as a basis for considering early salary increase for subjects under management.
