Authorized by the Minister of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang has just signed Document No. 1814 guiding the implementation of Decree 178/2024 and Decree 67/2025.
Accordingly, in the process of implementation, on the basis of the proposal of ministries, branches and localities, the Ministry of Home Affairs reported to the Government Party Committee to report to the Politburo expanding the scope of regulation and the subjects applied to the Decree for cadres, civil servants and public employees from the state budget in agencies, organizations and units that are not under the direct impact of the organizational structure of the country and the country's wages. The Party and the State assigned tasks at the central and local levels.
Decree No. 67/2025 amends and supplements Decree No. 178/2024 has expanded the scope and scope.
Regarding the scope of regulation
Agencies, organizations and units do not directly reorganize the apparatus but streamline the payroll, restructure and improve the quality of cadres, civil servants and public employees.
Associations assigned by the Party and the State at the central, provincial and district levels will be reorganized and consolidated.
About the subjects of application
Firstly, cadres, civil servants, public employees, and workers receiving salaries from the state budget according to the provisions of law before January 15, 2019 and armed forces with at least 5 years left until the retirement age in agencies, organizations, and units specified in Article 1 of this Decree are not directly affected by the arrangement of the apparatus but must streamline the payroll, restructure, and improve the quality of cadres, civil servants, and public employees;
Second, those working within the staffing quota and receiving salaries from the state budget at associations assigned by the Party and the State at the central, provincial and district levels are directly affected by the implementation of the arrangement, consolidation and merger of organizational apparatus;
Third, cadres who are not old enough to be re-elected or reappointed as prescribed in Clause 1, Clause 2 and Clause 3, Article 2 of Decree No. 177/2024 of the Government stipulating the regime and policies for cases of non-re-election or reappointment;
Cadres who meet the age requirements for re-election or reappointment to the Party Committee at the same level and have working time from the date of congress organization from 2.5 years (30 months) to 5 years (60 months) to the retirement age prescribed in Clause 4, Article 2 of Decree No. 177/2024;
Cadres participating in Party committees at all Party committees must complete their activities, perfect the organizational apparatus with 5 years (60 months) or less until retirement age, and wish to retire early to facilitate the arrangement of Party committee personnel in the Party congresses at all levels towards the 14th National Congress of the Party and be approved by competent authorities.
The Ministry of Home Affairs also provides specific guidance on determining agencies, organizations and units that directly implement the organizational arrangement; Implement staff streamlining, restructuring and improving the quality of cadres, civil servants and public employees;
Subjects of application; Time of deciding to reorganize the apparatus; on current monthly salary to calculate for allowances; Time of calculating allowances based on the number of years of work with social insurance contributions;
Regarding the criteria for evaluating cadres, civil servants, public employees and workers; Regarding the settlement of policies and regimes for cadres, civil servants, public employees and workers in agencies, organizations and units implementing the plan to dissolve and terminate operations; Regarding salary increase before retirement.
