Mr. Nguyen Trong Ha (character's name has been changed) enlisted in August 1984 to was discharged in December 1987; his total military service period is 3 years and 4 months; of which his international mission period in the K battlefield (Cambodia) is 2 years and 2 months.
He learned about the provisions of the Law on Emulation and Commendation No. 06/2022/QH15 dated June 15, 2022 and Decree No. 98/2023/ND-CP dated December 21, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation.
According to Article 57 of the Law on Emulation and Commendation, it is stipulated that: The awarding or posthumously awarding of the "Great Soldier Medal" to individuals specified in Clause 1 of this Article who have spent time on duty at sea, islands, or areas with particularly difficult socio-economic conditions as prescribed by the Government or on international missions is stipulated as follows:
Sub-officers and soldiers of the People's Army and People's Public Security who have served for 1 year or more will be awarded the "Three Class Glorious Soldier Medal".
"Is it correct that according to the above regulations, I was awarded the Third Class Glorious Soldier Medal?" - Mr. Ha wondered.
Regarding Mr. Ha's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to Clause 1, Article 57 of the Law on Emulation and Commendation, the following provisions are made: The glorious Soldier Medal is awarded or posthumously awarded to soldiers, workers, civil servants, and defense officials of the People's Army; officers, non-commissioned officers, soldiers, and workers working in agencies and units under the People's Public Security who have successfully completed their assigned tasks.
Pursuant to the above provisions, the "Great Soldier Medal" is awarded or posthumously awarded to soldiers, workers, civil servants, and defense officers working in the People's Army, ensuring compliance with the standards prescribed in Clause 2 or Clause 3, Article 57 of the Law on Emulation and Commendation (effective from January 1, 2024).
"Mr. Ha was discharged from the army in December 1987, currently not working in the People's Army, so he is not eligible to be considered for the "Great Soldier Medal" according to the standards prescribed in Article 57 of the Law on Emulation and Commendation" - the Ministry of Home Affairs said.
