Speaking at the conclusion of the conference summarizing the work in the first 6 months of the year and deploying key tasks for the last 6 months of the year of the Ministry of Home Affairs on July 9, Member of the Party Central Committee, Minister Do Thanh Binh repeatedly emphasized the requirement that officials of the sector must firmly grasp the practical operation of local government, especially at the commune and ward levels.
He said that localities have had many difficulties in the past, but at the conference, they have not fully reflected them, especially the obstacles in the operation of local governments, implementing mechanisms and policies at both provincial and commune levels.
My wish is that localities can reflect all issues in the operation of the government according to the new model, including provinces, communes, and wards, and any problems need to be frankly discussed," the Minister said.
According to the Minister, one of the contents he wants to hear more clearly is the decentralization, delegation of power and organization of the apparatus in localities. He believes that in specialized departments, determining specific tasks for each civil servant and each position is still difficult.

The Minister requested the leaders of the Departments of Home Affairs of localities to clearly demonstrate their role in advising the Provincial Party Committee, City Party Committee, People's Council, and People's Committee in arranging and arranging the organizational structure. The arrangement of how many rooms, how many people each room needs, and which positions are necessary must be considered and evaluated from the actual work.
According to him, it is necessary to clearly identify which places are overloaded and which places have fewer jobs. "Where is overloaded, which area has fewer jobs, the Ministry of Home Affairs must grasp and assess that," the Minister said and cited that some communes and wards need up to 20 people to meet work requirements, but some places only need 5 people to operate effectively.
Regarding tasks for the coming time, the Minister requested the entire sector to promote administrative reform, digital transformation, develop and effectively exploit the industry's data according to the principle of "correct, sufficient, clean, living, unified, shared". The Ministry of Home Affairs specifically set a target of basically completing data in August and operating according to the tasks assigned by the Government in September.
The Minister also reminded localities to pay attention to the labor and employment situation, especially the situation of local labor surplus and shortage. He pointed out that provinces and cities must grasp the labor force, vocational training needs, the situation of "job seekers, job seekers", and at the same time well implement social insurance policies and policies for people with meritorious services.
According to the Minister, the guidelines, resolutions and institutions are basically complete, the key issue is the organization of implementation. He requested units to review tasks, update new guidelines, and clearly define the progress, responsibilities and output products of each task.
