Ca Mau - The Provincial Department of Home Affairs proposes that the Ministry of Home Affairs guide the arrangement and ranking of civil servants who are holding ranks higher than the approved job position.

The Department of Home Affairs of Ca Mau province has had a presentation on "The current situation of arranging, using, and managing commune-level civil servants according to job positions when implementing 2-level local government and proposing directions for completion in the coming time" sent to the Ministry of Home Affairs.

Ca Mau Department of Home Affairs said that after more than a year of implementation, the arrangement and management of civil servants according to job positions has created positive changes in the organization and operation of commune-level government.

The contingent of civil servants is gradually being arranged more suitable to the training expertise and task requirements; the mobilization and strengthening of personnel is focused and key; the ability to solve work in many localities has been clearly improved.

Besides the achieved results, the implementation process also raises a number of issues that need to continue to be concerned about.

The two-level local government model was implemented in a short time, while many state management tasks were transferred to the commune level, leading to significant changes in the volume and nature of civil servant work.

Some specialized fields that require high practical experience such as land, finance, construction investment, and digital transformation still lack experienced human resources to meet the requirements from the beginning.

In addition, the regulation of civil servants between localities must consider many factors at the same time such as work needs, travel conditions, family circumstances and the stability of the team, so it is not always possible to implement it immediately according to practical requirements.

From the practical implementation in the locality, the Department of Home Affairs of Ca Mau province has proposed that the Ministry of Home Affairs and competent agencies pay attention to a number of contents.

In which, the Department proposed to strengthen the organization of in-depth training and fostering programs for commune-level civil servants according to each job position group; and at the same time build forums and mechanisms to share experiences between localities to promptly disseminate good models and effective ways of organizing and managing the contingent of civil servants when implementing the two-level local government model.

Consider and comprehensively assess the impacts on the management of commune-level civil servants to continue advising competent authorities to complete regulations on job positions, payroll management, organization, apparatus and staff development, ensuring compliance with the requirements of administrative reform in the new stage.

Notably, the Department proposes to consider guiding the arrangement of civil servants according to job positions and corresponding ranks in cases where the current civil servant rank is higher than the approved job position (from high to low) as stipulated in Clause 2, Article 14 of Decree No. 361/2025/ND-CP dated December 31, 2025 of the Government. This is to create favorable conditions for localities in the process of arranging and using staff and ensuring uniform application.

Practice in Ca Mau province shows that arranging, using and managing civil servants according to job positions is not only a technical solution in personnel management but also the core content of human resource management in the public sector.

When the job position is correctly identified, civil servants are arranged in accordance with their capacity and the assessment is carried out based on the results of task performance, the operational efficiency of the commune-level government will be sustainably improved.
