The Ministry of Home Affairs is seeking opinions on the Circular amending and supplementing a number of articles of the Joint Circulars, the Circular of the Minister of Home Affairs stipulating the regime and policies for Veterans and Youth Volunteers.
One of the notable contents proposed by the Ministry of Home Affairs is to amend and supplement a number of articles of Joint Circular No. 08/2012/TTLT-BLĐTBXH-BNV-BTC (Circular Guiding the implementation of the allowance regime for youth volunteers who have completed their tasks in the resistance war according to Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister).
The draft inherits the provisions of Joint Circular No. 08/2012/TTLTBLĐTBXH-BNV-BTC on beneficiaries and conditions, only amending and supplementing the contents on procedures and organization of implementation to be consistent with current legal regulations.
Accordingly, the draft amends the process of settling regimes in a direction suitable for the 2-level local government model, stipulating that dossiers are transferred directly from the commune-level People's Committee to the Department of Home Affairs; and at the same time stipulates the settlement time of each agency in the direction that the commune-level People's Committee implements within 5 working days and the Department of Home Affairs implements within 10 working days, shortening the total settlement time from 25 working days to 15 working days.
In addition, the draft supplements the form of receiving dossiers online, through postal services and strengthens the exploitation of information from the National Population Database and related databases and information systems in the process of resolving administrative procedures.
The draft also amends Clause 2, Article 6 of Joint Circular No. 08/2012/TTLTBLĐTBXH-BNV-BTC on funding sources for management work to update and improve regulations on allocation, use and finalization of funds in accordance with current legal regulations and the functions and tasks of relevant agencies.
The amendment is only technical in the organization of implementation, does not change the management mechanism, use of funds and does not generate new policies.
