Voters in Hung Yen province proposed to study and consider supplementing staff at the grassroots level after the merger, implementing a 2-level local government model.
The reason is that after the merger, the workload of commune-level professional departments is large, requiring high professional qualifications. Especially, specialists with expertise in the fields of health, education, finance and accounting, information technology to meet the work requirements with a large volume.
Answering this content, Minister of Home Affairs Do Thanh Binh said that, implementing the opinions of the Central Organization Committee, based on the proposed staffing needs of ministries, branches, and localities, the Ministry of Home Affairs is coordinating with the Central Organization Committee to propose staffing for the 2026-2031 period of ministries, branches, and localities to report to the Politburo.
In which, proposing principles and expected plans to determine the payroll needs in the 2026-2031 period at units based on arranging civil servants and public employees according to the job position structure (VTVL) at agencies and organizations.
After the 2026-2031 payroll period is approved by competent authorities, the Ministry of Home Affairs requests Hung Yen province to continue to base on criteria such as functions and tasks; VTVL and workload of each VTVL; level of modernization of equipment, working facilities and application of information technology; actual use of assigned payroll; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety.
From there, proactively arrange and assign staff to each agency, organization, and unit under management to be appropriate, ensuring that it does not increase the number of staff assigned by competent authorities in the 2026-2031 period.
According to the Minister of Home Affairs, for teacher staff, in the immediate future, it is proposed that localities, including Hung Yen, balance, manage, arrange, and use staff in the total number of staff assigned by competent authorities and synchronously implement the following tasks and solutions:
Review and rearrange the school and class structure, ensuring the number of students/class according to the guidance of the Ministry of Education and Training (MOET), in accordance with the reality of each region and area.
Restructure and rationally arrange the staff, transfer teachers from surplus places to lacking places to solve the local teacher shortage situation in a locality; associated with perfecting policies to overcome the shortage of teacher recruitment sources.
Promote the autonomy mechanism associated with restructuring the number of employees in the direction of reducing the number of employees receiving budget salaries and increasing the number of employees receiving salaries from career revenue sources in accordance with the level of financial autonomy.
Adjust and balance promptly the payroll targets from the state budget assigned by competent authorities from public economic non-business units with high autonomy for educational institutions, ensuring the implementation of the target of streamlining payroll as required.
In case the assigned teacher payroll is still lacking compared to the norms issued by the Ministry of Education and Training, it is proposed that the Provincial People's Committee determine the number of contract workers for VTVL who are teachers, and submit it to the People's Council of the same level for consideration and decision to ensure that it does not exceed 70% of the difference between the number of employees assigned and the number according to norms issued by the Ministry of Education and Training according to regulations.
