Ministry of Home Affairs after merger: Expanding the right to manage labor, employment and social security

Deputy Minister of Home Affairs Vu Chien Thang emphasized that the merger of the two Ministries requires improving international integration capacity and promoting relations with partners.

On the morning of November 27, the Ministry of Home Affairs held a Policy Dialogue Conference between the Ministry of Home Affairs and international partners.

Speaking at the Conference, Deputy Minister of Home Affairs Vu Chien Thang said that in the process of restructuring the apparatus in Vietnam, the Ministry of Labor, War Invalids and Social Affairs has officially merged with the Ministry of Home Affairs since March 1, 2025.

Accordingly, the function of state management of labor, employment, gender equality and meritorious people is currently chaired by the Ministry of Home Affairs, in addition to the inherent state management functions of the internal affairs sector.

"The merger also requires improving international integration capacity, promoting relations with industry partners to meet new tasks" - the Deputy Minister shared.

In response to the request to adjust the governance model and enhance the capacity of cadres, civil servants and public employees from the central to local levels, implementing the direction of the Politburo, the Secretariat and the Government Party Committee, the Ministry of Home Affairs has been assigned by the Government to preside over the task of rearranging and reorganizing administrative units at all levels and building a model of organizing local government at two levels to officially operate from July 1, 2025.

Deputy Minister of Home Affairs Vu Chien Thang emphasized that the above organizational arrangement requires coordination, experience sharing, and technical support from international partners to operate effectively and resolve arising difficulties and challenges.

Also at the Conference, Ms. Ha Thi Minh Duc - Deputy Director of the Department of International Cooperation, Ministry of Home Affairs - presented an overview of international integration and international cooperation of the Ministry of Home Affairs.

According to Ms. Ha Thi Minh Duc, in the past 5 years, strengthening the support role of international agencies for the Ministry has still encountered many difficulties, especially in administrative procedures and the decline in resources from agencies in developed countries.

However, she affirmed that this is still an important area of cooperation, especially in managing the public administrative system, building the Vietnamese civil service and handling labor market issues - areas that the Ministry of Home Affairs always prioritizes.

She also hopes to improve the ability to implement bilateral commitments and expand policy dialogue channels to share more deeply about the international expertise of the Ministry and related units.

At the Conference, she proposed a number of cooperation focuses, including: Administrative reform; public personnel management; sharing experiences in e-government and digital transformation; cooperation in the fields of labor, youth and gender equality...

She also emphasized the need to improve mechanisms and laws to support workers; ensure labor rights; manage migrants and vulnerable workers; develop the labor market, connect supply and demand in the context of population aging.

Looking at the demand of the labor market, the Deputy Director of the Department of International Cooperation said that it is necessary to strengthen the connection with vocational education and the forecasting system to adapt to the 4.0 Industrial Revolution, when many jobs are lost and many new jobs appear. At the same time, social security policies and support for the digital economy and nen economy also need attention.

She expressed her hope that partners and units under the Ministry would continue to share more desired details to enhance connectivity and best meet the cooperation needs of all parties.
