On the afternoon of June 5, the National Assembly Standing Committee gave its opinion on the project to reorganize provincial-level administrative units (DVHC) in 2025.
Presenting the Government's proposal, Minister of Home Affairs Pham Thi Thanh Tra said that based on the current status and development orientation of 63 provinces and cities across the country, the Government has developed 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units.
After the arrangement, the whole country has 34 provincial-level administrative units, including 6 centrally-run cities and 28 provinces.
All 23/23 provincial-level administrative units formed after the arrangement have met the standards orientation of provincial-level administrative units as prescribed in Article 4 of Resolution No. 76/2025/UBTVQH15.
The Government's project and 23 local projects have specifically stated the content of the plan to reorganize and perfect the apparatus of provincial-level agencies, organizations and units after reorganizing provincial-level administrative units according to the provisions of law and instructions of competent authorities.

According to the synthesis from localities, after reviewing and agreeing on the data calculation method according to the opinion of the Law and Justice Committee, the total number of cadres, civil servants, and public employees according to the assigned norms of provincial-level agencies, organizations, and units in 52 provinces and cities will be arranged: 447,657 people (including 2,321 cadres, 79,118 civil servants, 366,218 public employees).
After the arrangement, the maximum number of cadres, civil servants and public employees of the provincial level did not exceed the total number of cadres, civil servants and officials (the number of presence) of the provincial level before arranging and streamlining the payroll associated with restructuring and improving the quality of cadres, civil servants and public employees, ensuring that within 5 years of basic layout as prescribed.
After the provincial government comes into operation, the Government will direct the Ministry of Home Affairs to coordinate with the Central Organizing Committee, provincial Party Committees, centrally run city Party Committees and relevant agencies based on the population size, natural area, functions, tasks and powers of the provincial government to build job positions and submit them to competent authorities to assign staff, civil servants and public employees to the locality.
Minister Pham Thi Thanh Tra also provided information on the plan to arrange and assign headquarters, and handle public finance and assets.

The People's Committees of provinces and cities implementing the arrangement have plans and solutions to arrange, arrange, use, invest in repairing, renovating, and upgrading working headquarters, ensuring working conditions for agencies, organizations, and units at the new provincial-level administrative units.
