Ministry of Home Affairs informs about position allowances for People's Councils at commune level

The Ministry of Home Affairs has just responded to reflections on position allowances for positions of People's Councils (HĐND) at commune level.

Mr. Nguyen Dinh Hung (name of the character changed) said that according to Decree No. 07/2026/ND-CP dated January 10, 2026 of the Government, it has amended and supplemented position allowances for leaders of commune-level People's Committees.

However, this decree does not stipulate position allowances for the titles of Vice Chairman of the People's Council of communes and wards; Deputy Head of the Culture - Society Committee of the People's Council of wards; Deputy Head of the Economic - Budget Committee of the People's Council of wards.

Therefore, Mr. Hung requested to clarify which legal normative documents the above-mentioned leaders of the Ward People's Council are entitled to position allowances according to.

Regarding Mr. Hung's reflection and proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Currently, the National Assembly's Committee for Delegate Affairs is presiding over the amendment of Resolution No. 730/2004/NQ-UBTVQH11 dated September 30, 2004 on approving the salary scale for positions, salary scale for leadership positions of the state, salary scale for professional and nghiệp vụ salaries of the court sector and the procuracy sector.

Accordingly, allowances for positions under the Commune-level People's Councils will be implemented according to the above-mentioned amended and supplemented document" - the Ministry of Home Affairs said.
