The Ministry of Home Affairs clarifies the application of an additional income increase of 150% for excellent graduates recruited under the attraction policy.

Mr. Nguyen Van Hai (character name changed) said that he was recruited to work at state agencies under the policy of attracting excellent graduates, with an increased income regime of 100%.

According to Mr. Hai, from January 1, 2025, the Government issued Decree No. 179/2025/ND-CP, which adjusted the additional income level for this subject to 150%. However, it has been more than a year since the decree took effect, and he has not yet enjoyed the additional income regime according to new regulations.

Mr. Hai said that he has contacted the Organization Department of the unit where he works many times to find out and request explanations, but has not received specific feedback.

Regarding Mr. Hai's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Accordingly, Article 22 of Decree No. 179/2024/ND-CP stipulates that excellent graduates and young scientists are recruited and apply policies according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of cadres from excellent graduates and young scientists before this Decree takes effect, then continue to implement regimes and policies according to Decree No. 140/2017/ND-CP within 5 years from the date of the recruitment decision.

In case the corresponding policy specified in this Decree is more beneficial than the provisions of Decree No. 140/2017/ND-CP, it shall be applied according to the provisions of this Decree.

Based on the provisions of Clause 1, Article 21 of Decree No. 179/2024/ND-CP, the Ministry of Home Affairs requests you to discuss with the civil servant management agency where you work to be resolved.
