Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 16/CD-TTg on strengthening the assurance of traffic order and safety to serve the people during the Binh Ngo Lunar New Year holiday 2026.
According to the telegram, during the 8 days of Lunar New Year holiday, functional forces, the Ministry of Construction and People's Committees of localities, especially the Ministry of Public Security, did a good job of their assigned tasks, contributing to ensuring smooth and safe traffic for people participating in welcoming Tet.
Traffic accidents during the Tet holiday decreased sharply in all 3 criteria compared to the Tet holiday in 2025 (down about 29.5% in the number of cases; down 66 deaths, equivalent to 24%; down 120 injuries, equivalent to 33.8%).
To continue to strengthen the work of ensuring order and maintaining safety to serve people traveling on the last day of the Tet holiday and the Spring Festival season of 2026, the Prime Minister requests:
The Ministry of Public Security strengthens forces and vehicles to patrol, control, and inspect traffic safety on highways, local roads, and passenger transport vehicles such as double-decker sleeper buses.
Strictly handle violations, focus on drastically handling violations that are the main causes of traffic accidents, such as: violations of alcohol concentration, speed, tonnage, driving in the wrong lane, lane, illegal stopping and parking, turning around, avoiding and overtaking improperly, strictly handle, especially for acts of disturbing public order, resisting persons on duty in transport activities...
Together with the Ministry of Construction, People's Committees of localities and relevant units to study reasonable traffic organization plans in the direction of reducing the number of lanes of low-density roads for high-traffic routes, reducing the risk of congestion, especially at toll stations, expressways, and intersections connecting major urban gateways such as Hanoi and Ho Chi Minh City to serve people's traffic conveniently and safely, and prevent prolonged traffic congestion on roads into the center of Hanoi and Ho Chi Minh City;
Promote propaganda to raise people's awareness and consciously comply with the law on traffic order and safety, associated with persistently strictly handling violations, especially acts with a high risk of causing traffic accidents.
The Ministry of Construction strengthens inspection and strictly handles violations of transport business activities, especially contract cars and fixed-route passenger cars, and strictly controls the compliance with regulations on business and conditions for passenger transport business, especially large volume transport.
Have solutions to prevent and especially strictly handle according to the provisions of law for acts of carrying more people than prescribed...
Direct functional forces to seriously draw experience when allowing the situation of cars carrying more people than prescribed in the past time, especially during the Lunar New Year holiday.
Chairmen of People's Committees of provinces and cities directly direct to ensure traffic order and safety in the area, have immediate solutions to handle arising incidents, especially on the last day of the Tet holiday (February 22nd) and during the 2026 Spring Festival, to prevent particularly serious traffic accidents in the area;
Closely coordinate with the Ministry of Public Security, the Ministry of Construction and relevant units to organize reasonable traffic, not to let prolonged traffic jams occur, causing difficulties for people and vehicles participating in traffic; promote propaganda to raise people's awareness of law compliance on traffic order and safety.
Be fully responsible to the Government and the Prime Minister if traffic unsafety occurs in the area.
