According to the Ministry of National Defense, implementing the Prime Minister's Decision (Decision No. 18/2020/QD-TTg) on establishing a no-flying area, a flight-restricted area for drones and super light aircraft, on May 30, 2025, the Central Steering Committee to implement the Prime Minister's Decision issued a Plan to announce no-flying areas, flight-restricted areas for drones and other flying vehicles.
Accordingly, from June 15, 2025, the Ministry of National Defense announced the no-flying area and flight restrictions for drones and other flying vehicles in the airspace of Vietnam on the Ministry of National Defense's Electronic Information Portal at http://cambay.mod.gov.vn; the websites/portals of localities using links on the Ministry of National Defense's Electronic Information Portal to announce no-fly areas and areas restricted to fly within their administrative boundaries.
The announcement helps Vietnamese and foreign organizations and individuals to have activities related to the management, exploitation and use of drones and other flying vehicles in Vietnam's airspace (not applicable to drones and other flying vehicles used for public purposes); serve the management, supervision and verification of flight area information.
The database of maps of prohibited flight areas and restricted flight areas is managed according to the provisions of the law on State secret protection and updated every two years or updated immediately upon change, focusing on the subjects of airports, airports, key national defense and security areas and other areas as required.
Flight licensing procedures for drones and other flying vehicles can be performed online through the Ministry of National Defense's Administrative Procedure Information System at https://dichvucong.mod.gov.vn/webbo-quoc-phong/thu-tuc-hanh-chinh#/thu-tuc-hanh-chinh/5377.
No later than 7 working days before the scheduled flight implementation date, organizations and individuals must submit an application for a flight license to the Combat Department under the General Staff of the Vietnam People's Army (submit directly to the One-Stop Department of the Ministry of National Defense or via public postal service to the Combat Department, No. 1 Nguyen Tri Phuong, Ba Dinh, Hanoi or submit online on the Ministry of National Defense Public Service Portal).
The combat police agency grants a license to organize flights; or issues a document denying the flight license (in cases where security, national defense, aviation safety are required and when the full information specified in the flight license application has not been provided).
The application for a flight license includes: application for a flight license; photos of aircraft and flying vehicles (minimum size 18x24cm); explanation of aviation techniques of aircraft and flying vehicles; a license or legal authorization allowing aircraft and flying vehicles to take off and land at airports, areas on land and water; other documents and papers related to aircraft and flying vehicles.
The Central Steering Committee for the implementation of the Prime Minister's Decision requires close and effective coordination and coordination between the Ministry of National Defense and localities in organizing the announcement of no-flying and restricted-flying areas; organizing implementation to ensure progress and quality; comply with legal regulations on the protection of state secrets, the Law on Information Access and documents guiding the implementation of Decision No. 18/2020/QD-TTg.
