On February 20, the Ministry of National Defense said that this agency had just received a petition from voters of Nghe An province sent by the Petition Committee in Official Dispatch No. 18/BDN dated January 14, 2025, with the content: Voters of Giai Xuan commune, Tan Ky district reported that the Ministry of National Defense's issuance of health insurance cards (HI) for families with children in active service is still slow, usually after about 3 to 4 months to have a card; some cases with incorrect information must have an additional 2 to 3 months to have a health insurance card, affecting the health examination of relatives.
"Recommend the Ministry of National Defense to hand over the issuance of health insurance cards for relatives of families with children in active service to the Ministry of Labor, Invalids and Social Affairs to assign responsibility to the district-level Department of Labor, Invalids and Social Affairs for implementation" - voters proposed.
Responding to this content on the Electronic Information Portal, the Ministry of National Defense said: Regarding the process and procedures for applying for health insurance cards for relatives of officers, professional soldiers, non-commissioned officers, and soldiers in active service, it is stipulated in Circular No. 143/2020/TT-BQP of the Ministry of National Defense guiding the implementation of a number of articles of Decree No. 146/2018/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance for subjects under the management of the Ministry of National Defense.
Accordingly, the management unit is responsible for making a list of relatives eligible to participate in health insurance, requesting the Ministry of National Defense's Social Insurance Agency (MIA) to issue health insurance cards to relatives of soldiers.
Within 10 working days from the date of receiving the complete application, the Ministry of National Defense Social Insurance shall print and transfer the health insurance card to the unit, so that the unit can transfer it to the soldier and transfer it to relatives;
The process and procedures for issuing cards have been guided to the regimental-level unit, creating favorable conditions for relatives of soldiers to receive health insurance cards in a timely manner; at the same time, strictly managing the subjects granted health insurance cards managed by the Ministry of National Defense.
At Point d, Clause 4, Article 6 of Circular No. 148/2018/TT-BQP of the Ministry of National Defense regulating the selection and calling of citizens for military service, it clearly stipulates the responsibilities of the People's Committees at the commune level, directing the Commune Military Command to coordinate with relevant departments and branches to guide citizens who are issued an order to join the army, prepare a health insurance application (according to the form), with confirmation from the Commune People's Committee to hand over to the District Military Command along with military service records.
However, during the implementation process, there were still voters' reflections as mentioned above, the reason was that: Some relatives of newly enlisted soldiers who had previously been granted health insurance cards locally as belonging to the group of households (GD) or households working in agriculture, forestry and salt production with an average living standard according to the provisions of law (GB) or the subject of a veteran (CB), because the new soldier did not know, they should continue to declare and request to be issued according to the military relatives, so the health insurance card issuance data was overlapped, after checking and verifying the correct information, the health insurance card was issued according to regulations.
Regarding the proposal of voters in Nghe An province, the Ministry of National Defense will assign competent agencies to direct and guide local military destinations and military receiving units to inspect, review and overcome the above situation as soon as possible; at the same time, continue to study and innovate the process and procedures to make the issuance of health insurance cards for military relatives to perform military service as convenient as possible, ensuring timely health insurance benefits for the subjects.
