Arranging more than 41,500 villages and residential groups
According to a report by the Ministry of Home Affairs, to date, 34 provinces and cities have completed the arrangement of villages and residential groups as required by the Politburo and the Government. After arrangement, the number of villages and residential groups decreased from 89,589 to 48,078, a decrease of 41,511 units.
Assessing this policy, Dr. Dao Hung - Department of Public Management, Faculty of Business Administration, University of Economics and Law (Vietnam National University Ho Chi Minh City) - said that this is a policy in line with modern trends, both objectively and subjectively.
The merger and streamlining of the apparatus has been implemented throughout the political system, so the spread to the level closest to the people, which is villages and residential groups, is an inevitable trend when the role of the commune level changes.
The obvious benefit of this policy is a more streamlined apparatus, reduced intermediary focal points, and the expectation of improving governance efficiency and strengthening direct democracy of the people" - Mr. Dao Hung assessed.
However, experts note that the gap between policy and implementation practice is an issue that needs to be carefully assessed. Mergers can help reduce the number of focal points but at the same time increase the scale and complexity of each unit, while the actual workload may not necessarily decrease.
Dr. Dao Hung believes that the model of villages and residential groups in the coming time should not only stop at reducing the number of focal points but also need to have changes in the operating method. "The merger process will create great pressure on the workload for the remaining personnel" - he said, while also suggesting that it is necessary to consider supporting this team with information technology and electronic management software.
4,012 people admitted to civil service
Along with arranging villages and residential groups, the arrangement of non-specialized personnel at the commune level has also been implemented by localities. As of July 15, localities have received 4,012 non-specialized personnel at the commune level into civil servants, 395 people into public employees and signed labor contracts with 2,206 people.
Discussing the issue of personnel use in the public sector, Dr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs - said that along with mechanisms, policies and preferential treatment regimes, the working environment and development opportunities are important factors to retain and promote the capacity of personnel.
Attracting talent, but the question is whether they are really respected, facilitated and have a working environment or not?" - Mr. Nguyen Tien Dinh raised the issue.
According to the former Deputy Minister of Home Affairs, the heads of agencies, organizations, and localities play an important role in using personnel, it is necessary to arrange reasonable jobs so that officials have conditions to develop their abilities. The head must be more talented to know how to use talented people in each different field, arrange reasonable jobs, and create conditions for them to contribute.
The requirements for arranging the right people, the right jobs and promoting capacity are issues that need to be considered in the process of receiving and arranging non-specialized commune-level personnel to become civil servants after arranging the apparatus.
