Accordingly, Article 45 of the 2023 Housing Law stipulates that there are 6 groups of subjects eligible to rent official housing, including:
1. Party and State leaders who are required to live in official housing during their tenure.
2. Cadres and civil servants of agencies of the Party, State, and socio-political organizations not falling under the cases specified in Point a, Clause 1, Article 45 of the Housing Law 2023 are mobilized, rotated, or seconded from localities to central agencies to work in positions of Deputy Head of a government agency and equivalent or higher; are mobilized, rotated, or seconded from central agencies to work in localities or from one locality to another to hold positions of Vice Chairman of the District People's Committee, Deputy Director of Department and equivalent or higher.
3. Cadres, civil servants, and public employees of Party, State, and socio-political organizations who are not subject to the provisions of Point a and Point b, Clause 1, Article 45 of the 2023 Housing Law may be mobilized, transferred, or seconded to work in communes in remote areas, areas with particularly difficult socio-economic conditions, border areas, and islands.
4. Officers, professional soldiers, and non-commissioned officers of the people's armed forces who are mobilized, rotated, or seconded according to national defense and security requirements; police workers, civil servants, defense workers and public employees, people working in secretarial work, and people working in other secretarial organizations receiving salaries from the State budget of the people's armed forces who are mobilized, rotated, or seconded to work in communes in remote areas, areas with especially difficult socio-economic conditions, border areas, and islands; except in cases where the law stipulates that subjects under this point must stay in barracks of the people's armed forces.
5. Teachers, doctors, and medical staff working in rural areas, remote communes, areas with particularly difficult socio-economic conditions, border areas, and islands.
6. Scientists assigned to preside over especially important national science and technology tasks as prescribed by the Law on Science and Technology 2013, and talents with important contributions to the country recognized by competent authorities as prescribed by law.
In addition, based on actual conditions, the Prime Minister decides that subjects not falling into the above 6 cases will be arranged public housing according to the proposal of the Ministry of Construction based on the synthesis of proposals from ministries, agencies, organizations at the central level, and provincial People's Committees.
