Earlier, Ca Mau held a specific meeting and discussed the tasks related to the budget and public property after arranging. Ca Mau province agreed to assign the Department of Finance to advise the provincial People's Committee to submit to the provincial People's Council to settle the State budget revenue and expenditure estimates, including revenues and spending tasks between the provincial budget and the commune -level budget in the direction of: The entire budget revenue and expenditure estimates shall be transferred by the district level to the provincial budget. The budget revenue and expenditure estimates of the new commune -level administrative unit after the merger are the total revenue estimates of the commune -level administrative units before merging the district People's Committee assigned by the district People's Committee.

According to statistics as of March 31, 2025, the whole province still has 148 completed projects, but has not submitted settlement documents according to regulations. The People's Committee of Ca Mau province assigned the Department of Finance and related units to urge and request investors to urgently complete settlement procedures to avoid causing budget losses and affecting investment efficiency assessment.
The Department of Finance proposes that the Provincial People's Committee develop a detailed plan for each work content such as: Budget settlement, spending allocation, public investment capital management, public asset management and estimates... with a clear time frame, assigning specific tasks to ensure progress. The Department of Finance will coordinate with relevant departments, branches, and units, tax agencies, treasury and internal affairs agencies to advise the Provincial People's Committee to issue timely and effective implementation plans.

Vice Chairman of the People's Committee of Ca Mau province Lam Van Bi requested agencies and units to seriously follow the direction of the Central Government, urgently complete and report to competent authorities on 02 key projects before May 1, 2025, including: Project on the arrangement of commune-level administrative units in the province and Project on merging provincial-level administrative units, no delay.
The transfer of assets, records, and documents must be organized in accordance with regulations, especially each type of work file must be fully and clearly prepared. If negligence occurs leading to legal consequences, related individuals and organizations will be fully responsible.
In the process of reorganizing commune-level administrative units, not district-level organizations, it is necessary to ensure uninterrupted normal and effective operation of the government apparatus, especially in managing local socio-economic development plans. Do not let the arrangement of administrative organizations affect the province's economic growth targets of over 8%; speed up the disbursement of public investment capital, organize Party Congresses at all levels; implement the program to eliminate temporary and dilapidated houses and effectively implement 03 national target programs.
