The Government has just issued Decree No. 237/2025/ND-CP amending and supplementing a number of articles of Decree No. 105/2012/ND-CP dated December 17, 2012 of the Government on organizing funerals for cadres, civil servants and public employees.
Decree 237/2025/ND-CP amends and supplements a number of Clauses of Article 4 of Decree No. 105/2012/ND-CP to comply with regulations related to the prevention and control of infectious diseases; ensuring environmental sanitation; regulations on the prevention and control of counterfeit money and the protection of Vietnamese money.
In case of holding a visitation ceremony at home, depending on local customs and family, the body of the deceased must be interred in a mat and hygiene must be ensured, especially for people with infectious diseases.
The time for leaving the coffin from the time of burial to the time of holding a funeral is implemented according to the provisions of the law on prevention and control of infectious diseases.
Do not spray or distribute money issued by the State Bank of Vietnam and foreign currency during the process of bringing funerals from the funeral home or family to the burial place; do not burn votive offerings at the burial place; limit spraying or spreading votive gold at funerals.
To gradually form a civilized and economical cultural feature in funerals, Decree 237/2025/ND-CP adds Clause 6 after Clause 5 of Article 4 on the use of rotating wreaths in funeral arrangements as follows:
Encourage organizations and individuals to use rotating wreaths during the visitation ceremony.
The funeral Organizing Committee prepared a rotating wreath; in the sad news announcement, it was stated: The delegations coming to the funeral did not wear wreaths, only carried black fabric, measuring 1.2m x 0.2m, with the white words "Kaleidoscope" below with a small letter inscribed with the name of the agency or organization to attach to the wreath prepared by the funeral Organizing Committee.
Decree No. 237/2025/ND-CP also states the amendment of Article 38 as follows:
"The funeral will be held at the National Funeral Home No. 5 Tran Thanh Tong, Hanoi (if held in Hanoi); the Southern National Funeral Home or the Ho Chi Minh City Funeral Home (if held in Ho Chi Minh City). If he died in another locality, it will be implemented according to local regulations".
Regarding the burial place, according to regulations, burial is at Mai Dich Cemetery, Hanoi or at Ho Chi Minh City Cemetery for the following cases:
Cadres under the management of the Politburo;
Cadres working in the revolution before January 1, 1945 (resolutionary veterans) were awarded the First Class Independence Medal or higher; cadres working in the South during the anti-US period (1954 1975) were awarded the First Class Independence Medal or higher; outstanding social, cultural and scientific activists (to be awarded the Ho Chi Minh Prize - individual award) and were awarded the First Class Independence Medal or higher;
Outstanding social, cultural and scientific activists (awarded the Ho Chi Minh Prize - individual award) are Heroes of the People's Armed Forces and Heroes of Labor.
The remaining titles are buried at the local cemetery or at the family's request.
In case the family wishes to cremate, bury or bury at home, the Funeral Organizing Committee is responsible for organizing the High-level Funeral Ceremony according to the provisions of this Decree.
