On March 28, in Ho Chi Minh City, Central Party Committee member, Vice Chairwoman of the National Assembly Nguyen Thi Thanh attended and directed the Workshop on consulting opinions on the draft Law on Employment (amended) organized by the Committee for Culture and Society.
Speaking at the workshop, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that with a workforce of 53.2 million people, the draft Law on Employment has a wide scope of regulation, wide range of applications and social impacts, and is of great interest to the public and National Assembly deputies.
According to the Vice Chairman of the National Assembly, at the 8th session, National Assembly deputies discussed with very diverse and multi-dimensional perspectives.
"We are going through a period of considering abundant human resources as a competitive advantage. For the economy to accelerate double-digit growth, it is necessary to have practical policy solutions to thoroughly handle the consequences of the labor-intensive model such as: difficulty attracting high-tech investment, high labor productivity and low income, unstable jobs, difficult and unstable workers' lives... - Vice Chairman of the National Assembly said.
The Vice Chairman of the National Assembly suggested that the delegates pay attention to some specific contents. In particular, creating sustainable jobs with commensurate incomes for workers, supporting the development of the labor market, developing human resources, and reforming unemployment insurance policies.
Diversify training types with strong application of technology; the issue of retraining, regular training to improve the capacity of workers, especially for new occupations, new technology, new skills and new subjects.
Strongly innovate the quality and performance of the employment service system, increase the application of technology in information collection, and provide services to employees and businesses.
Participating in the workshop, there were opinions suggesting that it is necessary to include civil servants in unemployment insurance because we are streamlining the payroll and there is no longer a concept of "lifetime civil servant".
Some opinions suggested keeping the current regulation allowing employees to continue to pay and receive social insurance and unemployment insurance. Because, many workers, even though they are eligible for pension, continue to work and participate in insurance; not to mention some cases where when they quit their jobs, they will receive unemployment benefits first, then complete the procedures to receive pensions.
However, according to the draft Law, employees who are eligible for pensions will not continue to pay unemployment insurance, even though they still pay social insurance.
This leads to the fact that when they quit their jobs, they cannot receive unemployment insurance because they do not have the final month's salary with unemployment insurance payment.
Recognizing the comments of the delegates, Chairman of the Committee on Culture and Society Nguyen Dac Vinh affirmed that the Standing Committee of the Committee on Culture and Society will coordinate with the drafting agency and relevant agencies to study and absorb the opinions to make appropriate adjustments, in order to perfect the draft Law, ensuring consistency and unity.
