Aiming to complete 100% of the issuance and renewal of official party membership cards, Minh Chau commune (Hanoi city) is urgently implementing data collection, prioritizing implementation for elderly party members with poor health.
As the only island commune of Hanoi City, the Minh Chau Commune Party Committee currently has 11 grassroots party organizations with 298 party members. Implementing the direction of the Central Organizing Committee and the Hanoi Party Committee's Organizing Committee on issuing and exchanging party cards according to the new model associated with the National Population Database, the Minh Chau Commune Party Committee has implemented the steps synchronously, ensuring progress and compliance with the process.
The Commune Police force coordinates with the Commune Party Construction Committee to organize propaganda to each Party cell and Party member; at the same time, review and closely compare Party member information with national data to ensure absolute accuracy. For elderly and weak party members who cannot walk, the authorities send officials to their homes to support the procedures.





Comrade Nguyen Quang Kien - Member of the Standing Committee, Head of the Construction Party Committee of Minh Chau commune said: As of August 13, the commune has issued and exchanged 272/282 cards, reaching a rate of 96.39%. The rest are mainly elderly party members with poor health, party members who work far away or are abroad.
In the case of Party member Nguyen Hoang Lan (born in 1939, 55 years old, Party cell of Chu Chang village), due to old age and weakness, the Commune Police and the Party Committee came to his house to carry out the procedures.
"I was enthusiastically guided by the staff, thoughtful, and took quick photos. Being able to exchange cards right at home makes me very grateful and emotional", Mr. Lan shared.
To ensure progress, Minh Chau Commune Police have fully prepared human resources, machinery, equipment, lines and techniques; at the same time, maintaining a spirit of urgency and science, helping to shorten time and create maximum convenience for party members. The issuance and exchange of cards on digital platforms not only authenticate the identity of party members, but also contribute to modernizing the management of party organizations, increasing transparency and regularity.
The entire process is carried out on the National Population Database, using personal identification codes for authentication, helping to manage party member information in a centralized and unified manner, ensuring high accuracy and security.
On August 8, the Secretariat issued a directive on changing party membership cards, emphasizing that this is an important task with profound political significance. The goal is to further raise Party awareness among Party members about the spirit of revolutionary striving, the awareness of organizing discipline and internal solidarity; promote the building and rectification of the Party and the political system; resolutely prevent, push back, and strictly handle cadres and Party members who are degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
The Secretariat requires the exchange of party member cards to be carried out methodically, scientifically, in accordance with the Party Charter, in accordance with the Central Government's regulations and procedures for exchanging, distributing and preserving cards. Party membership cards are only exchanged for official party members who already have cards, associated with the application of science and information technology, synchronized with the party member database to improve management efficiency.
The Central Organizing Committee was assigned to preside over the Central Propaganda and Mass Mobilization Committee and the Central Public Security Party Committee to advise on the new party membership card model. The card exchange must be completed before September 2.
