On the afternoon of May 8, Party Central Committee member, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Working Group to deploy investment in the road connecting Gia Binh airport with Hanoi capital and building a logistics center in the Gia Binh airport area.
According to the Deputy Prime Minister, Hanoi People's Committee, and Bac Ninh Provincial People's Committee, it is their authority to select investors with sufficient capacity, ensuring investment efficiency, technical design, unit prices, and norms; not allowing loopholes, loss, or waste.
The Deputy Prime Minister agreed to separate site clearance work into separate projects, one step ahead; require the two localities to be responsible for the data, implementing in the correct direction of the planned route; urgently establish and approve planning adjustments according to authority such as provincial planning, general construction planning, zoning planning.
At the meeting, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the section passing through Hanoi is about 14 km long, with a preliminary total investment of about 42,451 billion VND.
In which, component project 1 is compensation and resettlement support to clear land from public investment capital of Hanoi with a preliminary total investment of VND 8,115 billion. The city budget covers all site clearance costs and is not included in the value of the Construction - Transfer (BT) contract of component project 2.
Component project 2 is to invest in the construction of a road connecting Gia Binh airport with Hanoi under the public-private partnership (PPP) method of BT contract type, with a total investment of about VND34,336 billion.
Regarding the route in Bac Ninh province, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan said that in order to exploit the airport effectively after completion and increase airport connectivity with neighboring provinces and cities, Bac Ninh Provincial People's Committee proposed to extend the route connecting Gia Binh airport with Hanoi (about 22.9 km long) to Kenh Vang bridge to Hai Duong province (about 8.7 km long). Thus, the section passing through Bac Ninh province will have a total length of about 31.6 km, with a cross-section of 120 m.
The investment cost of the project in Bac Ninh province is about VND 40,300 billion, BT contract. Of which, the cost of compensation for site clearance for the entire route within the 120m route with a total investment of about VND 11,000 billion (from Gia Binh airport to Hanoi city about VND 9,000 billion; from Gia Binh airport to Kenh Vang bridge is VND 2,000 billion).
The investment cost of the construction of the road connecting Gia Binh airport to Hanoi and from Gia Binh airport to Kenh Vang bridge is about 29,300 billion VND, with a total investment of about 29,300 billion VND.
At the meeting, leaders of the Ministry of Construction, the Ministry of Finance, the Hanoi People's Committee, the People's Committee of Bac Ninh Province exchanged investment plans into a common project or 2 separate projects of two localities; The order, dossier and procedures submit the competent authority for approval of the project implementation in the form of BT before the time some contents amended and supplemented the Law on Investment by the method of public -private partnership (PPP).
At the same time, review the proposals for specific groups of mechanisms and policies expected to be resolved in draft amendments to the Laws being submitted to the National Assembly for approval at the session of May-June 2025; plans for exploiting and using land funds on both sides of the road.
Deputy Minister of Construction Pham Minh Ha said that the two localities can agree to implement a common BT project but divide it into 2 component projects to ensure proactiveness, responsibility, and smooth implementation; develop a detailed implementation plan and milestones to be achieved (decide on investment policy; approve the project; approve technical design, estimates; start construction; complete...) to ensure feasibility.
