On the afternoon of November 22, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils (PCs).
Discussing this content, National Assembly delegate Nguyen Van Thuan (Ninh Thuan delegation) assessed that after 8 years of implementing the Law on Supervisory Activities of the National Assembly and People's Councils, the supervisory activities of the People's Councils have continuously grown and achieved many results.
Through supervision, the correctness and feasibility of policies and laws can be affirmed, strengths can be promptly promoted, and shortcomings can be limited.
However, according to delegate Thuan, in the process of implementing the law, there are points that are not suitable with reality and need to be supplemented. Therefore, amending and supplementing the law is necessary.
According to the delegate, the draft law after amendment and supplementation has relatively fully reflected 5 major policy groups in the supervisory activities of the National Assembly and People's Councils.
Commenting on the content of questioning of National Assembly and People's Council deputies, delegate Nguyen Van Thuan suggested changing the phrase "the person being questioned" to "the person being or being questioned".
In addition, according to the delegate, the draft law needs to specifically stipulate related contents regarding time, duration, and timing of organizing the vote of confidence; subjects of the vote of confidence and the vote of confidence; the level of confidence and legal consequences of the vote of confidence and the vote of confidence appropriately.
Meanwhile, National Assembly Delegate Huynh Thi Phuc (Ba Ria - Vung Tau Delegation) said that at Point 2, Clause 9, Article 1, the draft law stipulates that issues that have been questioned or thematically supervised by the National Assembly or the National Assembly Standing Committee will not be questioned before the deadline for overcoming shortcomings and limitations in the resolution has expired.
The delegate proposed to add issues related to State secrets that are not subject to questioning. If they are revealed, leaked, lost, or can cause harm to national security or the country's socio-economic situation, there is still a basis to prosecute the people involved.
Referring to the issuance of a resolution on the results of supervision by the National Assembly Standing Committee, the Standing Committee of the People's Council and the People's Council committees, delegate Dang Thi My Huong (Ninh Thuan Delegation) requested the drafting agency to review and study regulations to ensure the mechanism for implementing this content.
In addition, the National Assembly Deputies proposed to study and supplement mechanisms to overcome shortcomings after the supervision activities of the National Assembly Delegation as well as the committees of the Provincial People's Council; suggested that the drafting agency continue to study and supplement regulations to enhance the effectiveness and efficiency of supervision activities.
