On July 29, Chairman of Can Tho City People's Committee Tran Van Lau signed and issued a plan to send cadres, civil servants, and public employees to increase their work trips to the grassroots and train and improve their professional qualifications after the arrangement.
Accordingly, the subjects of increased work trips to the grassroots are leaders and managers of agencies, organizations and units at the city level within the planning of agencies, organizations and units that have completed the reorganization of the apparatus, reorganization of administrative units and have a need to practice and accumulate experience from practice at the grassroots level. Officials in office who have never worked at the facility; Officials need to be sent to increase support, supervision, and guidance on practical activities.
The appointed cadres must have a strong political stance, good ethics, capacity, development prospects and work health; at the same time, meet the requirements and standards of the job position. The city plans to send about 5% of cadres in the payroll of agencies and units to work at the grassroots level, with a minimum period of 36 months. The arrangement is done step by step, in accordance with the process, ensuring objectivity and democracy, without causing great disruption to the common work.
Fortified cadres will enjoy full benefits and policies according to the provisions of Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP and other related policies.
Regarding the subjects of training and fostering after the reorganization, they are cadres working at agencies, organizations, and units after the reorganization of the apparatus, administrative units that need to improve their qualifications to meet the requirements and tasks of the new job position.
The sending for training and fostering is carried out in the direction of linking with the planning of cadres, standards for titles, job positions and development needs of the city. Priority will be given to the following areas: law, economy, science and technology, high-tech agriculture, processing industry, specialized healthcare, logistics, information technology and areas that the city is focusing on developing. The city will also send staff to participate in domestic and foreign training and development courses according to the Central Government's programs and projects and annual training and development plans.
In addition to regular funding sources, agencies and units are allocated additional training and development funds equal to 5% of the total basic salary fund (excluding allowances) in the first year of the arrangement.
The assignment of cadres, civil servants and public employees to the grassroots and training and fostering after the reorganization has been implemented by Can Tho City to effectively implement the policy of streamlining the apparatus and improving the quality of the cadre team.
The plan helps cadres practice, accumulate practical experience, and develop comprehensively; at the same time, contributing to overcoming the situation of surplus, shortage, localization, closure and implementing the policy of arranging key leaders who are not local people.
The cadres sent to work must be in the planning, have political will, capacity, and development prospects; priority must be given to young cadres, women, and ethnic minorities. The increase is carried out in accordance with the process, in accordance with the grassroots reality, without interruption in general work.
The city also promotes training and fostering to improve expertise and skills according to job positions. This work is placed under the comprehensive leadership of the Party Committee, ensuring democracy, synchronization, associated with planning, evaluating and using long-term cadres.
