Deputy Prime Minister Tran Hong Ha emphasized this requirement at a meeting to give opinions on the draft adjustment of the target of completing social housing in 2025 and the following years, on the afternoon of July 25.
According to the report of the Ministry of Construction, in 2025, the Prime Minister has assigned targets to localities to complete 100,275 social housing units.
As of June 30, 2025, 35,631/100,275 social housing units have been completed nationwide (reaching 36% of the target set for 2025). To complete the goal of completing social housing in 2025, the volume of social housing units that need to be completed from now until December 31, 2025 will reach 64,644 units.
The Ministry of Construction proposed to adjust the targets for completing social housing in localities implementing the merger in the direction of accumulating targets assigned by the Prime Minister. The national target for completing social housing in the following years until 2030 is 895,170 units.
At the meeting, leaders of Ha Tinh, Lai Chau, Dien Bien, Cao Bang, Son La provinces, Can Tho city reported and explained the reasons for the delay in implementing social housing development targets, due to problems in investment procedures, site clearance or actual needs lower than assigned targets...
Meanwhile, some localities such as Bac Ninh and Hai Phong are implementing effectively, and can replicate the model.
Concluding the meeting, the Deputy Prime Minister said that although the main beneficiaries are currently workers and low-income people, it is necessary to expand policies to include the armed forces, the People's Public Security, new graduates, civil servants and public employees with incomes that are not eligible to buy commercial houses.
In reality, the housing demand of these groups is very large and essential.
The Deputy Prime Minister pointed out that the main reason for not completing the social housing development targets in 2025 in many localities is due to lack of due attention from Party committees and authorities.
Some places have not yet developed plans and plans, have not yet arranged land funds for social housing, and even only rely on 20% of land funds from commercial housing projects - a thinking that is not in line with the nature of social housing policies.
The Ministry of Construction must closely coordinate with localities to review all data on social housing development targets, clearly identify projects that meet legal requirements and can start construction. If there is a difference between the registration quota and the implementation capacity, it is necessary to clearly identify who is responsible?
On that basis, the Ministry of Construction completed the proposal to adjust the target of social housing development in localities but still maintained the target of scale, only changing the way of measuring results to be closer to reality.
Localities must urgently research and apply a shortened process to speed up the selection of investors and start the project. If it took 3 months for the procedure before, it may only take a few days to a week.
The Ministry of Construction needs to guide and support localities in timely implementation, not to delay due to administrative reasons.
Regarding financial policy, the Deputy Prime Minister requested the Ministry of Construction to coordinate with the State Bank and the Ministry of Finance to urgently amend the content related to preferential credit lending for social housing buyers.
The Deputy Prime Minister noted that localities should supplement the housing needs of cadres, civil servants and public employees after administrative merger into the housing development plan in the area.
