In June 2025, the People's Committee of Khanh Hoa province issued instructions on receiving and handling administrative procedures when reorganizing the local government apparatus.
From July 1, 2025, Khanh Hoa province officially operates a 2-level local government model.
To ensure that the transition does not disrupt administrative activities and the rights of the people, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan has requested departments, branches, localities, and boards assigned by the new communes/wards to complete the handling of documents on time, not leaving them behind before the merger time.
For documents in the process of being processed, if the deadline for returning results is longer than July 1, the competent authority must attach a notice, an apology letter and transfer the complete documents to the new competent unit for further processing.
The handover will be done through the Electronic records handover system and ensure that people's rights are not interrupted.
In particular, the Chairman of Khanh Hoa province requested that there should be no loss of documents, and did not require people to submit documents from the beginning. All data must be transferred to the new administrative agency in a complete and controlled manner.
Khanh Hoa province will upgrade the Administrative Procedure Information System, integrated with the National Public Service Portal to become the only "one-stop" point. From July 1, the Provincial Public Service Portal will officially close its interface and will no longer be maintained in parallel.
Relevant agencies are assigned to update the administrative procedure handling process in accordance with the new model and legal regulations after the merger. At the same time, urgently complete the integration and provision of 100% of online public services on the national platform in June 2025.
The province will also re-publish the list of administrative procedures applied to the new area, updated on the National Database immediately after the official announcement from ministries and branches.
The arrangement of the administrative apparatus is expected to improve management efficiency, save resources and create more favorable conditions for people and businesses in implementing administrative procedures.
