On October 24, Politburo member and Prime Minister Pham Minh Chinh chaired a conference with the Prime Minister with ministries, branches, localities and enterprises on accelerating, making breakthroughs, and promoting the development of social housing (NOXH).
According to the report at the conference, up to now, the country has 696 social housing projects that have been and are being implemented with a scale of more than 637,000 apartments.
In the first 9 months of 2025 alone, the whole country has completed over 50,000 units, reaching 50.5%, it is expected that by the end of 2025, more than 89,000 units will be completed, reaching 89% of the annual plan.
Concluding the conference, Prime Minister Pham Minh Chinh requested the Ministry of Construction to fully absorb reasonable opinions to urgently complete the draft resolution to submit to the Government for consideration and promulgation in the next 5 days.
The Prime Minister stated that the Resolution aims to continue to concretize and institutionalize the Party's guidelines and policies, the State's policies and laws, and resolve previously unresolved legal problems, thereby creating a breakthrough in the development of social housing.
The Resolution has a long-term application period, with an application scope to all provinces and cities across the country; encourages the participation of enterprises that meet financial, experience, potential, time, and price standards; create the most favorable and open space for project implementation time to be 2-3 years.
To do so, it is necessary to develop conditions, standards, criteria, processes, and procedures to assign businesses as investors of projects to ensure publicity and transparency, on this basis decentralize to localities for implementation.

The Prime Minister emphasized the need to cut at least 50% of administrative procedures, include social housing projects in the "green channel" and "priority channel" groups to complete procedures quickly and promptly; create clean land for social housing development in a flexible manner.
Diversify capital sources for social housing development, including credit capital, State capital through the Social Policy Bank, Housing Development Fund, and bond issuance.
The Prime Minister requested localities to have regulations and be responsible in quickly, concisely and accurately handling administrative procedures for social housing development, according to the motto "locality decides, locality does, locality takes responsibility"; promoting the spirit of daring to think, daring to do but being carefree, pure, doing whatever is good for the people and the country.
Regarding the conditions and procedures for beneficiaries of social housing policies, the Prime Minister stated that in the direction of strengthening post-inspections, based on integrated and interconnected data bases nationwide to strictly control, ensuring transparency and publicity, and clear information about who is in need, who has a house, and who does not have a house.
The Prime Minister noted that expanding the subjects participating in the development of social housing and beneficiaries; developing social housing in both urban and rural areas in the direction of the most economical and efficient use of land.
In an urban area, there need to be many different housing segments, including social housing, sharing essential infrastructure such as transportation, electricity, water, telecommunications, culture, society, healthcare, education, and sports.
The head of the Government also pointed out that the Resolution must include contents related to exchanges, national housing funds, and housing data.
