The Government will issue a new resolution on breakthroughs in social housing development
On October 24, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policies and the real estate market chaired a conference with ministries, branches, localities and enterprises on solutions for breakthrough development of social housing.
The conference was held directly at the Government headquarters, online with 17 provinces and cities with great demand for social housing.
At the beginning of the conference, the Prime Minister said that the Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030 and local housing development programs and plans; in which, by the end of 2025, it is expected to complete over 100,000 social housing units.
To date, the whole country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments, the Prime Minister acknowledged that the above result is very encouraging, but compared to demand, there is still a gap, so more efforts and hard work are needed.
Therefore, the Prime Minister suggested that at this conference, delegates discuss carefully to propose tasks and solutions to accelerate the progress of rapid and sustainable social housing development; meet the needs of people with social housing needs.
From there, the Government will issue a new resolution to continue to concretize the Housing Law and the National Assembly's resolution on social housing.
The head of the Government emphasized that the resolution must provide mechanisms and policies to ensure the most open and favorable conditions for all relevant entities, and implement them as quickly as possible but sustainably with new thinking and methods.

The Prime Minister noted that the selection of enterprises to assign tasks to develop social housing in the spirit of Resolution 68-NQ/TW of the Politburo on private economic development must be based on standards, processes, publicity and transparency.
On this basis, decentralization for localities to implement, both promoting the competitive advantage of enterprises and promoting social responsibility, national love, and compatriotism of enterprises. Enterprises must put their position in the conditions and circumstances of people with social housing needs to develop social housing.
Localities must have social housing development planning in line with other housing segments, ensuring that all housing segments are equal in terms of transportation infrastructure, telecommunications, electricity, water, culture, healthcare, education, etc.
Land areas with beautiful locations, favorable for production and business; at the same time, invest in infrastructure to develop urban areas and housing in areas that have not yet developed.
In particular, the Prime Minister noted that policies and implementation of social housing policies must be most favorable for social housing buyers, ensuring publicity, transparency, promoting digitalization, not allowing social housing buyers to "pray and run" to buy social housing, which can easily lead to negativity and policy disturbances.
At the same time, the Prime Minister requested to diversify credit sources for real estate in general and social housing in particular, and to establish a Social Housing Fund, not just relying on each credit source of the bank.
