Agree on the policy of merging provincial newspapers with provincial radio stations
On the afternoon of December 10, Thai Binh Provincial Party Committee held the 37th meeting of the Provincial Party Executive Committee to discuss and unify the implementation of documents of the Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW of the Central Party Executive Committee of Thai Binh province (Provincial Steering Committee) on streamlining the apparatus in the political system according to Resolution No. 18/NQ-TW of the 12th Central Party Executive Committee.
Mr. Nguyen Khac Than - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee chaired the conference.
At the conference, delegates listened to the Organizing Committee of Thai Binh Provincial Party Committee announce Conclusion 05-KL/BCD, Official Dispatch 06-CV/BCD of the Provincial Steering Committee on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and listened to opinions of a number of departments, branches and units.
Accordingly, in addition to implementing the arrangement and organization of the apparatus according to Conclusion 09-KL/TW dated November 24, 2024 of the Central Steering Committee, the Steering Committee of Thai Binh province agreed on the policy of merging Thai Binh Newspaper and Thai Binh Radio and Television Station; ending the operation of magazines and newsletters belonging to provincial departments, branches and sectors; merging the District and City Health Department into the Office of the People's Council and People's Committee of the district and city; merging the District and City Radio and Television Station with the District and City Cultural and Sports Center.
Reorganize the Center for Land Fund Development and Industrial Clusters of districts and cities in the direction of ending the career activities for industrial clusters of districts and cities and renaming it as the "Center for Land Fund Development" of districts and cities. The task of state management for industrial clusters of districts and cities continues to be performed by the district's Economic - Infrastructure Department (City's Urban Management Department).
Establish Party committees of Party agencies, mass organizations, People's Councils, and district-level judiciary on the basis of merging Party committees of Party agencies and mass organizations at the district level with Party committees, Party cells of People's Councils, People's Procuracy, People's Court, and district-level mass associations assigned tasks by the Party and State...
The Steering Committee of Thai Binh province agreed to study and rearrange a number of other agencies and units to ensure streamlining.
Require agencies and units not subject to consolidation or merger to reduce 20% or more of internal focal points.
Speaking at the conference, Mr. Nguyen Khac Than - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for summarizing Resolution 18-NQ/TW of Thai Binh province emphasized: The arrangement and streamlining of the apparatus in the political system is a revolution, a particularly important task and it is time to implement it as affirmed by General Secretary To Lam, Head of the Central Steering Committee for summarizing Resolution 18/NQ-TW.
To successfully carry out this particularly important task, the Secretary of the Thai Binh Provincial Party Committee requested agencies, organizations and units to unify their viewpoints on actions and goals; promote the responsibility of leaders; and closely follow the direction of the Central Government and the Provincial Steering Committee on work progress, quality and efficiency.
For agencies and units not currently subject to consolidation or merger, the Provincial Party Secretary requested that heads of these agencies and units immediately review, arrange, restructure, and reduce the number of focal points in the direction of streamlining, operating effectively, efficiently, and effectively; ensuring that the average number of internal focal points is streamlined to 20% or more.
The Head of the Steering Committee of Thai Binh province requested localities, agencies and units to focus on leadership, direction, and resolutely implement the arrangement of internal focal points, ensure the streamlining of the organizational apparatus, in accordance with the situation and characteristics of the agencies, units and localities; ensure that after the arrangement, operations are smooth, effective and efficient, without interruption of work, without leaving vacant areas and fields, without affecting the normal activities of agencies, units, organizations and society.
In particular, it must be implemented from December 2024 according to the orientation contents according to Conclusion 05-KL/BCD of the Provincial Steering Committee. At the same time, review and propose to issue new regulations on functions, tasks, powers, organizational structure, and working relationships of the agency and unit, to be completed before December 31, 2024.
