To make the organization and apparatus streamlining go smoothly, many cadres and party members, including many key local cadres, voluntarily resigned from their jobs while still of age.
Ms. Nguyen Thi Quynh Huong - Director of the Department of Labor, War Invalids and Social Affairs (DOLISA) of Thai Nguyen province - is one such case. Talking to Lao Dong, Ms. Huong confirmed that she had requested to retire about 30 months early to facilitate the process of streamlining the apparatus.
Ms. Huong was appointed as Director of the Department of Labor, Invalids and Social Affairs of Thai Nguyen province from March 15, 2020, for a term of 5 years. Also in Thai Nguyen, Head of the Thai Nguyen Provincial Party Committee's Mass Mobilization Commission Pham Thai Hanh also voluntarily retired more than a year early to facilitate the arrangement of cadres.
In Quang Ninh, member of the Provincial Party Executive Committee, Secretary of the Party Committee of Quang Ninh Provincial Agencies Nguyen Thi Vinh voluntarily wrote a letter of application for early retirement even though she still had 3 years left before her retirement age.
Ms. Nguyen Thi Vinh said that when the Central Committee issued a policy on implementing the arrangement and improvement of the organizational apparatus in conjunction with streamlining the payroll and restructuring the cadres of the political system, she was very aware of the purpose and meaning of the "revolution" in this system and apparatus. This requires each cadre and party member to have a full and profound understanding and be ready to sacrifice for the common mission of the Party, for the development of the nation, people, homeland and country.

Speaking to Lao Dong, Associate Professor Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education - said that the general goal of streamlining the organizational apparatus is for the long-term benefit of the country. However, in the short term, this can cause difficulties for officials when they have to face changes in work or life. Therefore, having a clear and specific support policy will help reduce their worries and concerns, while creating motivation for them to accept change more positively.
According to Associate Professor Dr. Bui Hoai Son, policies need to focus on three main aspects. First, initial financial support so that they have “capital” to maintain their lives and overcome the transition period. Second, organizing retraining programs, improving skills or supporting career transition, helping them have more opportunities to participate in new fields. Third, ensuring social security benefits, such as insurance and pensions, so that they are not disadvantaged during the restructuring process.
According to Associate Professor Dr. Bui Hoai Son, the Government has issued a number of Decrees related to resolving policies for redundant cadres, civil servants, and public employees, and streamlining the payroll due to the reorganization process, including some outstanding policies. The important thing is to organize and implement them well, along with motivating and encouraging cadres to be willing to sacrifice for the common good, it is also necessary to ensure their rights.
To effectively solve the problem of surplus human resources, according to Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment (Ministry of Labor - Invalids and Social Affairs), it is necessary to first re-evaluate the capacity and ability of civil servants and public employees in order to consider appropriate solutions.
This helps them to access and meet the labor market in the context of the market in great need of skilled, experienced, and legally knowledgeable workers. In particular, it is necessary to pay attention to organizing job exchanges well, strengthening information work on the labor market to provide information for workers to have the opportunity to choose suitable jobs.

Nguyen Quang Dung, Head of the Office of the Party Committee of the Ministry of Home Affairs, said that this time, when streamlining the apparatus, there will be a general review and assessment of the quality of cadres, civil servants, public employees and workers in the political system. From there, the different levels of work completion of each person will be determined.
The policy for early retirement is clearly stated in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government. This Decree inherits Decree 29/2023/ND-CP regulating staff streamlining, but the subsidy levels have increased. “Those who have 5 years of work left will receive the full salary of 60 months and the early retirement policy. That is, they will retire without deductions, receive subsidies according to the number of years of early retirement and a 3-month subsidy. This policy is really great,” emphasized Mr. Nguyen Quang Dung.
