This content is stipulated in Decree No. 320/2026/ND-CP of the Government amending and supplementing a number of articles of Decree No. 69/2024/ND-CP dated June 25, 2024 of the Government regulating electronic identification and authentication.
Decree No. 320/2026/ND-CP also amends and supplements Clause 4, Article 4 of Decree No. 69/2024/ND-CP on the principles of electronic identification and authentication in the direction of not being required to submit papers and documents when integrated data is available as follows:
Agencies, organizations, and individuals when receiving and resolving administrative procedures, public services, civil transactions, and other activities performing the exploitation and use of electronic identity, information, and documents integrated on the National Identification Application (VNeID) are not allowed to require individuals or organizations to submit or present originals or copies of documents and materials integrated on the National Identification Application.
The exploitation and use of electronic identity must ensure the confidentiality of electronic identification account information and comply with the provisions of law on personal data protection, in accordance with regulations to ensure safety and privacy, personal secrets, and family secrets.
Agencies, organizations, and individuals when carrying out administrative procedures and online public services through the National Identification Application are exempted and reduced fees and charges. The exemption and reduction of fees and charges are carried out in accordance with the provisions of law on fees and charges.
Expanding the number of foreign individuals residing in Vietnam to be granted electronic identification accounts
To create conditions to expand the scope of subjects who are foreign individuals residing in Vietnam to be granted electronic identification accounts, Decree No. 320/2026/ND-CP amends and supplements Article 7 as follows:
Vietnamese citizens aged 6 and over who have been issued citizen identification cards or valid citizen identification cards are granted level 1 electronic identification accounts, level 2 electronic identification accounts when needed. Vietnamese citizens under 6 years old who have been issued citizen identification cards are granted level 1 electronic identification accounts when needed.
Foreigners legally entering Vietnam or legally residing in Vietnam are granted electronic identification accounts regardless of level when needed.
Agencies and organizations established or registered to operate in Vietnam are granted electronic identification accounts regardless of level when needed.
Notably, Decree No. 320/2026/ND-CP supplements the list of documents issued to agencies, organizations, and individuals integrated and updated on VNeID. Among them, there are 66 types of documents issued to individuals such as: birth certificates, confirmations of residence information, ordinary passports, visas, vehicle registration certificates, driver's licenses, investment licenses... and 140 types of documents issued to agencies and organizations including: seal sample registration certificates, identification name certificates, business licenses, export and import licenses...
This Decree takes effect from September 28, 2026.
