The Resolution clearly states that the Government agrees with the proposal of the Ministry of Construction on removing from the 2025 legislative Program a number of specific pilot mechanisms and policies, especially to invest in the development of the railway system and adjust the review time, through the draft Law on Railway (amended) in the 2025 legislative Program for the National Assembly to consider and approve at the 9th Session according to the process at 1 session.

The Government assigned the Minister of Construction, authorized by the Prime Minister, to sign on behalf of the Government a Government Submission reporting to the National Assembly on: adjustment of the 2025 legislative Program; content of the Railway Law project (amended) after adding mechanisms and policies to invest in the development of the railway system according to the conclusion of the competent authority.
The Minister of Construction reports to the National Assembly to assign the Government to preside over and coordinate with the Reviewing Agency and relevant agencies to study, explain, accept and revise the draft Law based on the opinions of National Assembly deputies, National Assembly agencies, and the National Assembly Standing Committee; report to the National Assembly on the explanation, acceptance and revisions of the draft Law.
The Ministry of Construction and the Ministry of Justice are responsible for closely coordinating with the Agency in charge of the review, providing complete records and related documents; receiving, explaining and revising the draft Law at the request of the National Assembly Standing Committee and the National Assembly.
In the past, the Prime Minister has approved the Planning and Plan for the implementation of the Railway Network Planning for the period 2021-2030, with a vision to 2050, including a List, roadmap, and expected capital needs for national railway construction investment projects.
The Prime Minister has also approved provincial and municipal plans, in which the goal of developing the urban railway system in the centers of major provinces and cities such as Hai Phong, Da Nang, Binh Duong, Can Tho, etc. by 2030 is determined.
Hanoi and Ho Chi Minh City must basically complete the urban railway network by 2035.
The recent practice of investing in the construction of national railway and urban railway projects shows that there are still many difficulties and problems focusing on key issues such as resource mobilization; investment procedures; implementation of planning; site clearance; human resource training, technology transfer, and railway industry development.
To continue implementing railway projects according to the plan, meeting the progress requirements as directed by the Party and Government leaders, it is necessary to have specific, special, and outstanding mechanisms and policies similar to the mechanisms and policies that have been allowed by the National Assembly to be applied to railway projects.
This amendment to the Railway Law aims to continue institutionalizing the Party and State's policies and guidelines on railway development policies; overcoming institutional shortcomings and inadequacies, creating new momentum for the development of the railway industry, promoting the competitiveness of railway transport methods, serving the travel needs of the people.
