Continuing the content of the 9th Session of the 15th National Assembly, on the afternoon of May 27, Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented the Railway Law Project.
The draft Law supplements regulations to mobilize maximum local resources and other economic sectors to participate in railway infrastructure investment, including maximum mobilization of local resources and other economic sectors to participate in railway infrastructure investment.
In particular, there are regulations on encouraging all organizations and individuals to participate in investing in railway infrastructure development through many forms of contracts (BT, BOT, BTO, BLT, BTL, etc.).
At the same time, it is added a regulation that localities are allowed to use their own budgets to participate in compensation, resettlement support, and investment in the construction of a number of items of national railway infrastructure.
The draft law has added regulations to apply the overall technical design ( FEED design) instead of the basic design in the Feasibility Study Report; allowing the provincial People's Committee to immediately decide to implement the establishment, appraisal, and investment decision for urban railway projects without having to carry out procedures on investment policies.

The draft Law also omits regulations for 20% of administrative procedures and 33% of business conditions compared to the current Railway Law to meet the requirements of simplification, reduction of administrative procedures and business conditions
According to the Minister of Construction, adding these regulations is one of the breakthrough solutions to remove bottlenecks in investment procedures for the local urban railway system.
This also contributes to realizing Conclusion No. 49 of the Politburo on accelerating the investment process and completing the urban railway network in Hanoi and Ho Chi Minh City by 2035...

Reviewing the draft law, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy emphasized the need to amend the law, but suggested reviewing the regulations to ensure financial and human resources for implementation.
The Committee of the Committee for Science, Technology and Environment found that the draft Law has basically been institutionalized and in line with the guidelines, policies and policies of the Party and State.
However, to meet the breakthrough development requirements for the industry, it is necessary to evaluate more carefully the true level of "breakthrough" of these mechanisms and policies, especially the ability to strongly attract investment from the private economic sector, promoting socialization in the railway sector.
In addition, it is recommended that the drafting agency review the provisions in the draft Law and accompanying documents, ensuring correct and complete compliance with Regulation No. 178 of the Politburo on controlling power, preventing corruption and negativity in law-making work.
