According to the instructions of the Ministry of Home Affairs, cadres in unarranged communes and wards are still entitled to support according to Decree 178 when they quit their jobs and streamline their staff.

The Ministry of Home Affairs has just issued Official Letter No. 2034/BNV-TCBC guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government on policies for civil servants, employees and armed forces in implementing the organizational arrangement of the political system.

The document guides the implementation of tasks on streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees.

According to the Ministry of Home Affairs, when assessing the impact in the process of formulating policies and regimes for officials, public servants, officials and employees in the process of organizing the organizational structure of the political system, the Ministry of the Interior has reported to the competent authority expected the plan to reduce 20% of the payroll, excluding non -education and health careers.

Therefore, cadres, civil servants, public employees and workers in agencies, organizations and units do not directly implement the organizational arrangement but streamline the payroll, restructure, and improve the quality of cadres, civil servants and public employees, excluding education and health service cadres.

The Ministry of Home Affairs said that the whole country plans to have 128 commune-level administrative units (ADUs) remaining intact, not implementing the arrangement. This agency accordingly guides the implementation of the policy of supporting civil servants at commune-level administrative units to remain unchanged, not to be reorganized as follows:

- Commune-level administrative units that remain unchanged (not reorganized) will receive their functions and tasks from the district level and receive their tasks according to decentralization from the provincial level; at the same time, receive cadres and civil servants from the provincial and district levels along with commune-level cadres and civil servants to be arranged according to the new commune-level government model.

Cadres and civil servants expected to be assigned to work in new communes are all subjects directly affected by the implementation of the organizational arrangement and are subject to Decree No. 178.

- For public service units managed by districts and reorganized according to the new commune-level administrative units, civil servants and employees working in these public service units are the subjects directly affected by the implementation of organizational restructuring, and are subject to Decree No. 178.

- Public service units managed by districts and converted to commune level management, civil servants and employees working in these public service units are not directly affected by the organizational arrangement and are not subject to Decree No. 178.

However, according to the guidance of the Ministry of Home Affairs, if these public service units implement staff streamlining, restructuring and improving the quality of the civil servant team, civil servants are subject to Decree No. 178/2024, excluding civil servants in education and health care.
